It's hard to disagree, but the only caveat is that both OPEN and Solo / Group have no advantages over each other. You don't want to penalise folks in solo, which is unfortunately going to be the mindset if they buff payouts in open mode. The devs have said time and time again that all modes are equal, but as soon as you start rewarding one over the other.. the floodgate will open in full.
You're right that there has to be an incentive to come in to open, but just what.. That's the real head scratcher, and after all this time, it still remains impossible to answer.

But for what it’s worth, things like gaining rep, rank, credits or the current CGs with rares can be anywhere as far as I’m concerned. Massive events, CGs that change the make up of the galaxy BGS against PMFs should be in open only as in a multi player world those who disagree with what you are doing should have the opportunity to stop you by using all means available to them.
Those just griefing such things rather than playing a part to disrupt for in game reasons, well that would be for those wanting the achieve the goals to organise a defence against them and drive them off along with those with an in game reason.
No difference between the 2 really, but for a real griefer rather than a person playing the game contrary to how I prefer to play, I always have the block function although I haven’t used it yet.
The Elite universe has always been a dangerous place since 1984 so it’s not surprising some want to take on roles that always supplied the danger.
No excuse for CLogging though, and time-out logging is a legitimate choice even if others (including me) disagree with it.
Escape or evasion is more fun in my book and can be done in any ship.
