Powerplay Command Systems - how and where to find them to deliver items?

Back after a two years break, but new to Power Play. I have a question to which I could not find a definitive answer for.

I signed up with Felicia Winters, headed to Rhea, Carter Port (I believe it was). There, the local Power Contact has some activities on offer - I picked one where I need to deliver 10 units to a Command System to further the plans for expansion.

Now... I am not sure where to bring the items to. What is a Command System, and more importantly, how do I find one?

We at Federal Liberal Command can help with all your powerplay questions - some questions don't have clear answers in public resources, sadly. Including which "command systems" (we call them control systems usually) to take your fortification materials to to help Winters, and which ones it doesn't help to fortify (and likewise for other activities).
