I have a question, and I hope I haven’t misunderstood the details.
I’m a PS user and I intend on transferring my PS pilot over to PC on a free EDH account. Full transfer, all facets of my pilot.
If I’m transferring to PC and using my PS pilot name, and I can still play the PS pilot, how does that work with the current BGS cross platform arrangements? How will 2 pilots on different platforms with the same pilot name be handled if both are playable?

No issues.
CMDR names are platform dependent. You can have the same name on XB, PS and PC
You can easily set up the same bindings on PC with the controller as you would on XB. I personally use controller for most things and kb&m for on-foot things, but could just as easily have controller bindings for on-foot. You can even have both bindings set at same time. There are presets, but sometimes they go wonky. IIRC, I had issues with Elite changing binding preset if controller wasn't connected during game launch until I set bindings to 'Custom', but that meant manually setting all the bindings. I'd recommend documenting your existing XBox bindings (screencap, pics w/ cellphone, text document, etc) as remembering all of them offhand can be difficult.
You can ask support to change your Cmdr name. You will lose your friendlist in the process and iirc you can only do so once.
I went with changing my PS+ handle, (the original was set when I was playing a fantasy game with my other half and was essentially a generic designation including numbers).
The option to do so is in Settings.
Can we do this, regardless if the name is taken or not? I really don't want my console name to be my new pc name.

Everything you do in the next few months will then transfer. What is it you think will suddenly happen in EDO in the next 3 months?
Odyssey is like the rest of Elite there is no end point, there might be the occasional story happening somewhere that you can join in or ignore that will come to an end but the game won't.
The more you keep playing now the more you bring across with the transfer.
For myself there's a lot to do, credits for a carrier on PC, work out how to unlock EDO engineers, which mods I want. Whether to go with the free account or an overwrite...Also have to head over to Guardian space so I can conclude my business with Dr Wycherley...
Quick question, if anyone in the know could clarify:
My sister plays on her own PSN profile/account, with her own Frontier account etc. But as she uses the same console as I do, she hasn't had to buy the game itself as they are shared across the system. I understand that she won't get a free PC Horizons license (which is fair enough). But if I buy her the game on Steam, will she still be eligible for the transfer? I assume she should be good to go, but just want to check to be sure.

Now for the complex part … I have a PC CMDR that I set up by transferring wealth via my Fleet Carrier but neither of my accounts now has sufficient funds to purchase a Fleet Carrier to do any such activity again … so …

I have a PS CMDR with approx. 3 Billion credits and lots of progress and ships.
Can I do the following:
1. Liquidate my PC CMDR (old transfer mechanism) and add those 2 Billion+ credits to my PS CMDR for a total of around 5 Billion credits
2. Then immediately transfer my PS account back to PC via the new process
This would get my cash all back together whilst ensuring the largest amount of progress is kept - along with my CMDR name!
If not, I will probably just whack my PC account but it would be a shame to lose 2 billion credits needlessly …

I'll let you store the 2 billion on my carrier (for a fee). 
i ask my fellow commanders for some advice. I have 3 accounts PC with OD with some progress. PS account i hardly played and xbox with 8 bil in credits and much time played. PC and Xbox have same commander name. PS i can't even remember but sure its not the same as PC and XBox. my question is should i erase PC account so that when i do the transfers xbox account i have same commancder name with all livery from PC and Xbox combined but only progress from xbox which is fine cause its the most sys i played. i would then use the PS account transfer as a new PC account to fly as a pirate. or should I just transfer xbox to PC and change name and then just have the 2 PC accounts and just forget the PS account. on one hand i could have all my livery items on one PC account and not have to purchase OD since i own it. or have the 2 pc account and have to purchase OD for the transfered xbox account. I def want my main pc account with all ships and progress as a good guy account then 2nd pc account so i can run as a pirate ( i have never been bad) in ED. never wanted to tarnish my name...lol

Head both commanders to the CG sell some full cutters of Tritium at 300 million a load until both accounts have enough credits but you might only have 10 hours left.
Frontier support got ahold of me to let me know they have come up with a way to transfer over the Azure paint jobs.. It was a surprise message out of the blue and I couldn't be happier. So the Azure paint jobs, received for buying Horizons before it was rolled into the base game, can now also be transfered over to your PC account.
I got this news on my anniversary, it was a pleasant surprise.
Thank you very much for doing this, FDev. I got my start on PC but switched to PS4 due to my job requiring me to travel a lot, so years of progression are sitting on the console version. I've dusted off my PC version in the mean time just to get the hang of controls on the Oculus before September and I gotta say, I'm really enjoying it so far. But I really can't wait to bring my anaconda over. Thank you again 
Edit: One slight issue I just now noticed, I don't know how to access my PS4 ED account through the FDev website. All I have is my FID that displays when I load up the game. Is not knowing what email address my PS4 ED account is linked to gonna affect my ability to transfer? I'm pretty sure it's the same one I used for this account but I'm nto sure how to verify that since the login leads me to this account.

I'm an original kickstarter, and swapped out to the console a long long long long time ago (I just started again with nothing).. so I'm happy to swap back, just one achievment to go and the whole lot is done, triple elite, which is purely combat.
Anyway, never mind that.. so Codex discoveries are mentioned - what about discoveries of new systems out in the deep, from back in the day.. if I move my profile from xbox to PC, onto my original PC kickstarter account, will the discoveries also transfer their name to the PC kickstarter account ? Or will they be left with the old console account name ?. Wasn't quite clear, maybe I have never paid enough attention to the Codex.
