There is literally no reason that they can't have one of the options below.

An account on PC can be linked to an existing ID in their system using your console log in data from whatever console you're from and elect to import a save overwriting the PC account save. Doing this will wipe your Console CMDR to avoid alts and or duping of assets. Would require MS and Sony to allow account linking for verification of account owner.
(Option: B)
Add an option to the console menu, "Import Save". This allows you to create a new profile on PC that is an exact clone of your console save allowing you to log in using the Frontier Launcher on PC to pick up where you left off. Doing this will also wipe your Console CMDR to avoid alts and or duping of assets. Would require you to enter an email address to tie the ID to and a new password for the account as well.
For those going on and on about legal issues, that would only apply to cross progression, cross play, and cross save. Save transfers are their own thing as it's just FDev's data involved. As for usernames, the only real issue would be duplicate names causing player confusion.

When it comes to most online titles all of your save data, things like: purchases, unlocks, character data, etc. are stored server side. To verify that is exactly what's going on here, you only need to look at the option to wipe your own save. That button sends a request to FDev to reset your data to the default state on their server.
As for their abillity to clone a profile, one needs to look at how they handle the beta environment or more specifically the way they "snapshot" everyones accounts before the beta period.
On to the third party agreements, FDev own their own data. They can do with it as they please. MS and Sony already got their cut with a percentage of money spent on purchasing ARX and ED as well as its expansion. MS and Sony only own the accounts that access ED not the CMDR data of ED itself, nor the ARX, nor the things bought with ARX. When you log in to ED your MS or Sony console is logging in to a seperate account tied to CMDR data. It's the same as how Warframe does its log in cycle.

I actually agree with you, in part, there is likely little to no technical reason the data can't be transferred. Yet Frontier aren't doing it. Why?
Either 1) its out of spite because they hate console players even more than they hate money, or, 2) there is another factor preventing it that we, as players, are not aware of.
I don't know what that something is (because I don't believe it's option 1). Having dealt with contractual issues involving big corporations where simple non-contracted issues don't get sorted because no one is willing to rock the boat and risk the wrath of the beancounters for incurring unreclaimable costs or even worse - set a precedent, when I apply Occam's Razor, contractual issues feel like the most likely.
What you wrote about third party agreements is, from the developers perspective, what the contract should say. All that matters though, is what it does say.
I could be wrong, but so far I've not heard any alternative explanations that, to me, seem more likely.

That did also cross my mind, but if that were the case, why come clean about ending console development? If they're stringing some of us along why not all? I do wish Frontier would say one way or the other if Horizons is going to be replaced with Odyssey Lite. Imagine buying a lower-end gaming PC with the perfect specs for Horizons, only to have Horizons replaced with the much more demanding Odyssey Lite a week later.If you are a console player and do not already have a gaming PC I would be very careful about spending the money for one if you don't want to.

On the other hand, it sounds like most people abandoning console for PC are doing so because they want Odyssey, so I guess they'll be buying a new PC with the much higher minimum specs (though they better get those specs from the forum rather than Frontier's website).
