I'm not disputing that regarding fines vs bounties, just making a statement about it being poor design.As stated above, I was wrong about that. I even checked last night (now I have 2 fines in my stats) and no you can't hand yourself in for just fines.
the funniest thing is since odyssey launched it blocks paying fines (which it doesn't in legacy) which I'm pretty sure is a bug (but lol, lmao at expecting the tracker to do anything) but you can still hand yourself in for bounties.I don't believe notoriety has any criminal implications. It seems to only serve as a watchdog against fine or bounty payoff so you cannot continue running mission board missions if you've incurred any fines or bounties in that system (non anarchy). Notoriety is reputation, but your reputation with the factions doesn't change. It's a broken system with almost zero rationale or reason.
I seemed to recall I could hop over a few systems and pay off fines/bounties at the IF. Not now, they say my notoriety is too high. So the easiest way to get rid of a fine when you have notoriety is to land at an odyssey base for that faction, zap the first guy you lay eyes on, then get back in your ship and hand yourself in.
About the only thing about it that still works in any meaningful measure is the part about scaling bounties up if you go on a mass murder spree.
