So it’s pretty much what I expected to happen. Should’ve set those planetary economies to be overridden by construction instead of hard-locking builds due to planetary characteristics.
Guess the extraction influence of the HMC is too strong.
Extraction is not what cannibalizes the refinery exports into “near useless”. It’s the excessive industrial influence (and they mention the planet to have volcanic activity).

It's also orbiting an HMC in a binary system with a GG.

On the other hand, the Tier 1 port on that same planet it's a little bit better:

A “little” better might be an understatement. I guess I should build that civilian planetary port (T1) now to see what I get out of it. Or what the state of my Coriolis is (only thing dockable above/on planet so far) unfortunately I’ll still be away from the PC for a couple more hours.

On the other hand, the Tier 1 port on that same planet it's a little bit better:

The T1 port (surface?) has a Refinery: Industrial (R:I) ratio of ~70% : 30%

The orbital refinery that got nuked had a R:I ratio of ~ 56% : 44%
 
My colony hub built early on has adopted the planet pressure (icy body industrial)
its on a 1 slot world without stations so cant report more info
 
So, I have a Coriolis orbiting an ELW (different system than the one I mentioned some time ago), now with High Tech economy also present, the system has 46 Tech Level, 4 Security, 4 Wealth, 17 SoL, 15 Development - and still no Universal Cartographics, nor Vista Genomics. The station did update, because my shipyard, outfitting and commodity market got much better. This makes me wonder: what might I be missing? Looking at the crowdsourced data, there are plenty of other Coriolises that do have them.
 
It's a civilian oupost, that now has only 6 economies :)

Another Coriolis, this time orbiting an Atmospheric Rocky world with biosignals.
On the planet surface there are only two refinery hubs and one tier 1 port.
This is the Coriolis metal market: :)

So, whatever you do, never build a refinery on anything else but on Rocky worlds!

In my case, I noticed that only the primary port has the UC and the Vista.
And my system is heavily developed.

My Orbis is selling Steel and Titanium , supply over 1 million each :)
The thing is, there are no refinery hubs next to it. It's orbiting a small rocky world with only one slot - large industrial settlement.
 
I do (algae, fish and food cartridges).
It's a mix of extraction, industrial, high tech, military, terraforming, agriculture and refinery - obviously.

How many biological signals do you have on that planet? I'm trying to correlate number of products with the number of signals.
