The tearing was first revealed on Frontier's own YouTube Stream before the launch. It was really obvious then, and many assumed it was the capture card, but apparently it was the game.
Looks like they did manage to fix it to some degree on the final launch version, but looks like headlook is still an area where this is seen.
This has been a problem on PC on and off for a long time. It comes and goes from version to version. The display settings used on the PC version can make this problem worse or nearly undetectable. (Windowed, Borderless Windowed, FullScreen)
I'm hoping that the spotlight being shown on this issue with the PS4 version is finally the kick FDEV needs to sort this out once and for all.
As for the stutters/judder seen when dropping into a star system, entering Hyperspace/Jump, and dropping down to a Starport are also issues seen on PC for many players for a long time.
I'm running an overclocked 1080ti and I still see hitching for about 5 seconds after dropping into a station instance. Using headlook during this period also results in massive judder when looking around the cockpit.
I and many other PC version users have chalked this up to the Cobra Engine that runs the game needing more focused optimization. The fact that not all PC users notice this issue unfortunately muddies the waters in trying to get FDEV to seriously look into this.
Those of us with the latest hardware don't buy the accusation from those players that this has anything to do with our systems, simply because we don't see anything like this on far more demanding games like GTA 5 with all settings maxed.
