Disembark at Engineer's base - Why??

There's many things I could think to complain about surround ED Odyssey.. this isn't really one of them.
Sure, its a pretty shallow experience, but at least its not broken :)

The biggest issue regarding visiting the Horizons engineers on-foot is that these are ship-based engineers and when seeing them outside of your ship it is impossible to actually see the effect of the engineering upgrades without walking back to your ship. For example it is impossible to see the power balance of your ship after engineering a module without being in the ship as the menus are all there. It makes the whole thing a little pointless except for the meet and greet aspect.

Obviously placeholder. It's a trademark FD move... they've been doing it for years.

CZs and USSs were always considered placeholders until more engaging content came along. They've updated stuff like that over the years to give a little depth but not much has changed. They almost certainly have plans for on-foot engineer stations but it'll probably get shuffled back in priority over time.
Kind of like Jameson Memorial, the penultimate station for the game...is just another station. Or Colonia. Or the various Powerplay Headquarters. Or capital system stations.

Or the SRV is a placeholder for more vehicle types.

Or multicrew a placeholder for engaging multiplayer activities in a single ship.

Or Luxury Cabins a placeholder for missions.

Or the FSS and DSS placeholders for exploration beyond zooming in on stuff to, um, confirm it's there?

Or the BGS a placeholder for player-driven economics that include player-made goods.

Or CQC and Powerplay a placeholder for consensual PvP with meaningful rewards.

Hrm. Trademark FD indeed. What's sad is, you're right. They have updated some stuff...but at such a slow pace and with so little depth it was meaningless. Like adding the antenna to a radio that still lacks a dial to tune the station, or putting fuel in a car that's still sitting on cinder blocks. It's like FDev lacks the ability to just, I dunno, sit down and look at their product and ask some very basic questions:

What isn't fun? How do we make it fun?
What isn't finished? How do we bring it to the next layer of meaningful depth?
What doesn't work? How do we fix it?
What doesn't make sense in the context of this world we built? How do we realign it?
