I'd have no issue with PvP Pirates.
They have to set their ship up to do that job. Which lowers it's overall PvP ability.
The main issue is how vastly different dedicated combat PvP ships are to even just PvE combat ships.
I kinda think the Attacker needs to pay the insurance of the victim, or the pilots federation, or something along those lines.
As soon as you take money out of the equation, PvP isn't so bad.
It's the massive drawbacks that come from being a victim.
Data and cargo loss are still an issue though.
But saying that, escaping most PvP(and PvE) is incredibly easy.
