If there are no moons near the ring I assume it is not possible since the DSS wants a target. They probably shouldn't have hotspots if they can't be scanned, but we wouldn't know until someone makes an official statement.
There was a moon between the rings that looked like it would have been close enough, but because the rings did not belong to the moon itself, they weren't targetable when the moon was targeted.
It doesn't matter what you have targeted, only where the probes can actually reach. If one hits the ring, it will scan the ring, even if the ring doesn't belong to the targeted object.
