Only on first use. It's not storing an inventory, but a 'change list', which is being processed through the journals.

Warning: Elite Dangerous started outputting logs only recently. It's very probable that the initial state of the app is wrong (negative numbers, missing entries, wrong numbers...) so you will have to manually change the quantities using the +/- buttons. These manual changes are recorded so you don't have to do it each time you start the app. After that, you are not supposed to use these +/- buttons. You can also directly edit the numbers without going through the buttons. Changes are saved and persist between updates. Even if you reinstall, they will remain in C:\Users\%USERNAME%\AppData\Local\EDEngineer !
Ok, I'm finally back to engineering again so I'm using this again. Seems like it no longer updates at near real time? In fact, after I deleted 15 units of a material, it hadn't updated after an hour. Kill the process and reload fixed it.
My friend in voice chat has the same. Anyone else?
Suggestion:
How about a tab of some sorts where you can see, say, the last 10 things (mats/data) you received / picked up?
Especially when hunting data / wakes and such i often end up going through the inventory for discarding unneeded data.

Ah right - that will be it. Interesting that even 25 were deducted then. Anyway, which log do you want? Is it the client.log? There are several logs in several locations.
Also, I went searching for EDEngineer in the location you listed (C:\Users\Bryan\AppData\Local\EDEngineer) but I couldn't find it. Searched and found EDEngineer.exe -
