Any thread which mentions PvE, PvP, Open, Solo or PG - even if only in passing - will eventually arrive at the Hotel California

So this thread has devolved into the usual Open v. Group v. Solo slagging match... if it is not criticising the players it is criticising the game... overall, a totally predictable turn of events given the OP.

No, because we (I) want you and everyone to populate open. So no, a pve server does not only allow people to play their way (it sure does that), but it ALSO subtract those people from the other mode. Where you are missed.

Anyway. Please just realize that going in solo / playing your way in private is not just that. Some people do enjoy the randomness that only open can provide, it does require cmdrs of all sorts to be there, and they're not.

But I don't want to play in open. There is too much randomness in this game already; I don't want more. I don't want to chat; I don't want to PvP; I just want to play the game, undisturbed by others.

Those commanders "of all sorts" do not want to be in Open for various reasons. Just because you want to interact with more players, that doesn't mean that others do.

Honestly, while it might not be your intention, it sounds like what you really want is more targets for unbalanced PvP.
