"Cannot" seems a bit strong here.

  • so far as I know, the Fuel Rats will carry out rescues in Thargoid space, where the Thargoids will attack both the rat and the client
  • all uninhabited systems are automatically neutral for Powerplay; well over half of inhabited systems are also likely to be neutral at the start of PP2 based on what we're shown, and that will take a long time to change (and might change downwards rather than upwards)
A rescue in a thargoid controlled system is treated quite differently from normal rescues. It would be highly impractical to treat all rescues in the same way.

I’m going to agree with Ian here. “Cannot” is far too strong a term here. It’s far more likely that if the answer is “yes,” you’ll have to change the builds of your ships to include stronger defenses, so you can accomplish your mission while under attack.

This assumes that you fly in a manner that practically guarantees you’ll be attacked by NPCs in the first place. Not using the six second rule and Supercruise Assist eliminates most of the threat of NPC attack. Effective use of Supercruise Overdrive should eliminate the rest.
Navlock makes the "six second rule" and supercruise assist inconsequential. However, it would be really bad if you dragged a bunch of hostile npcs with you when you arrive at a client's position to refuel them.

More importantly, getting interdicted while going to a client who's on emergency oxygen would be extraordinarily bad. Every second counts. If pledging to a power makes that very likely, then you practically cannot afford doing that. It would be way, way too risky.

Ah!...A good point. An example of that could be the Mandalay's so called 'atmospheric' quality's, as was briefly mentioned in the last livestream...a hint at what the new feature might contain in this sense?...or a bit of a red herring! :sneaky:
The new powerplay might have some hidden pointers in that direction too, we'll have to wait to find out...countdown at minus 4 :LOL:

If the client isn't pledged to a foreign Power, then those NPCs shouldn't attack the client.
If the client is pledged to a foreign Power, then presumably they were already set up to deal with some power NPCs, may already have some attacking them, and will find that far easier to deal with if they have some fuel.

Of course. But the Fuel Rats were founded in version 1.3 (with the release of the Fuel Limpet Controller), and NPCs didn't stop interdicting players for carrying limpets until version 2.1.05 or so.

The tagline of the organisation during the 1.3-2.1.05 period was not "We have fuel. That system looks a bit rough. Sorry."

As you say, nav-lock makes dropping easy, and presumably SCO expands the drop radius further - you shouldn't be in supercruise long enough to spawn an NPC that's going to be capable of interdicting you. Some procedures might need a bit of a revision, some fuel rats may decide that they personally don't want to pledge as a result, but by and large it's just going to be a thing the organisation adapts to.
 
Can a streamer explain what Powerplay Hunters are in this context? Also, what was the probability and capability of 'higher end ships' for Power security before the change?

I have to say I'm a bit let down on the face of it, given personally I was looking forward to NPCs with teeth. I understand the need to balance this all out but....what about people who want it? Some of these changes I get (engineer bases and excessive SC interdiction) but.....eh. Please don't nerf it all into PP V1 useless NPCs again :(
I think Powerplay Hunters were the PP AI that would relentlessly hunt you down in supercruise which seemed to happen A LOT! My hope is that turning these "off" is a temporary measure and that they'll crank these back up again slowly to find a nice balance... For me, the should at least be enough risk in hostile territory to keep you looking at that scanner...

Higher end ships? I think this is just as it sounds... just dialing back the strength of the Power security ships to give the solo commander a chance...

I do suspect that there will be some ongoing tweaking and balancing after the update. I suspect the risk of the AI going in hard on day one could put a lot of people off that might otherwise really enjoy the PP activities.

We'll have to see how it all pans out...

One of the weaknesses of ED is that SC is the main way AI 'gets' you, and was an area I hoped PvE elsewhere would lessen the need for.

My concern is that AI will be dialed back globally, rather than keep areas that should be lethal, lethal.
