Some activities are extremely asymmetrical, for example, you get merits for killing power ships and wanted ships in your own territory but are considered a criminal if you attack enemy power ships in their territory.

The Q&A talked about Power security, but did not touch these changes at all:

Will there be any changes to the crime and punishment system?​

There have been some additions to the crime and punishment system relating specifically to Power NPC Agents and crimes against other Powers for example we have PP security in controlled systems now, these will attack you if they find out you're not aligned with them, but normal security wont attack you for the same thing. However the overall crime and punishment system will stay the same.

It's such a harsh C&P change to be getting local police and local faction bounties for attacking enemy power ships in their territory, while the concept of power bounties (which do not attract local police) seems to have been completely dropped, but the power board is still shown with old PP1 bounties. I'd consider the current behavior to be a bug, but I do not see an issue report for it.
 
Am I the only one that thinks small ships are irrelevant for 90% of players at this point? There is no outpost/station with ONLY small landing pads.
So I make good loot on ground stations without being hindered by a game technique called “wanted”. This applies to normal play and PP 2.0
 
Small ships are already better than mediums in speed and manuverability. They just need a little bit more is all. Medium ships will always be superior for anything requiring cargo space.

It should be less about making small ships compete with mediums and more about creating content specifically for small ships.

There are already a few easy wins in this area, like sanctioned, supported race tracks and racing categories (the only racing rings we currently have are in the tutorial), as well as flying activities in enclosed spaces like installation tunnels (again, assets that have existed for years but serve no function other than window dressing most players will never even encounter). Small ships are quite irrelevant for most tasks, but arguably the issue is more the tasks and not the ships.
