I know you'd like to charge us for these updates that are working towards actually finishing the game that you described during and after the kickstarter for it and we should be very very grateful that you are delivering these updates for free!

To be fair, they always said there would be free updates after the game released, and there was no list of v1.0 features ever made public. I think the point is to emphasize they are doing what they said they would and that the updates are not costing players anything- to distinguish from the "paid expansions". It prevents lots of questions of whether the updates cost anything or not.

Cognitive Dissonance: Knowing ED Kickstarter and DDF lore while also thinking the result of 2 MGBP and 18 months would be a 60 MGBP 4-5 yr development cycle game.

I suspect if DB hadn't added "free of charge" to the statement, some people would jump down his throat with "he's going to charge for stuff that should have been in release"

As a rule of thumb, if you react badly to someone's statement, regardless of the content of their statement, then your issue is not with what they say but with them.

As to the "should have been in at launch" argument, well in an ideal world they would have been but FD had to decide between "release basic in December and build from there" or "release in march". Either way the feature set in march would be identical, except there wouldn't be the advantage of 3months of public bug hunting.

If what was released as 1.0 was all we got, and we'd had no bug fixes and no feature updates or tweaks since and all the new stuff was to be a paid expansion, i'd agree the public got a bad deal. However, that's not been the case, we've had rapid bug fixes, rapid feature additions and every indication that this will continue.

I know you are bitter, but to be frank it can be viewed both ways - either he is eager to charge for updates, or he underlines that these updates to core game are indeed free of charge, as promised. By sound of it he wants to say they will keep updating core game till it's close to goal they wanted to reach. You can of course disagree.
 
In all cases, Frontier must make money. 1.3 will be considered as a major update ... and free. The expansions like, walking around the ship, the planetary landings, the civilization of Thargoids (hope of real civilization with stations, ships, trade, the Emperor of Thargoid ...) will obviously paying.

I might be speculating that it could mean some of expansion material arriving sooner than some other core game parts. Therefore FD feels underline which update is free (for core game) and which is paid (t.i. expansion).

When a company announces an update with new content or game mechanics (i.e. not just bugfixes) and doesn't make it clear, usually the first replies are "Free DLC or paid DLC?". FD simply make it clear that this is not paid DLC.

Also keep in mind these announces are not just for the people here on the forums, but for players who may only learn about this thing from their favourite gaming news sites, where it could indeed be assumed to become paid DLC if FD didn't state otherwise.
