hmm I had come to think of it as a fix/patch that focused on things like instability, released between dates of planned updates for the purpose of resolving issues that simply were better to fix than wait for a planned patch. I suppose that fits with what your saying, as such non-planned fixes would inherently be put together in a hurried fashion to resolve previously unforeseen issues.
