PROTO HEAT RADIATORS
...I do not believe that the current advice in the spreadsheet (Independent or Alliance system, Anarchy improving chances) can be correct because the richest source of these in the game is and remains the Sol system (I have just picked up 27 PHR in Sol in 10 mins) and Sol is of course Federation and not an Anarchy.

PS. Truesilver read the "USS Guide" carefully so you can understand some aspects. Sol system has a large population and this affects the amount of occurrence of USS. But because it is federated, it causes that in the USS High Grade Emission may drop Core Dynamics Composites. The database is supposed to guide you where to look for something and how some mechanics work. The rest depends on you and your experience to facilitate your work.

I disagree! Let me explain...
I'm fully aware of the desirability of avoiding CDC and Imp Shielding by avoiding Fed/Imp systems when seeking Proto Heat Radiators and others mats such as Proto Radiolic Alloys.
However, I believe that there must be another variable affecting (at least) Proto Heat Radiators, of which we are unaware.
The reason is that if a Cmdr goes to Sol, they will find in the HGE USS a much greater proportion of PHR than any other known system. There will be both a greater ratio of PHR to Proto Radiolic Alloys, and there are more PHR per HGE USS.
There are many Independent and Alliance systems with multi-billion populations in Boom state. Yet these do not provide PHR as quickly as Sol does. They tend not only to spawn HGE USS more slowly but with a much greater proportion of PRA.
Put another way: even though in Sol one is subject to Federal CDC spawn, it is still quicker to get PHR in Sol than in any other known system.
This is why I suggest that the advice to go to high-pop Boom Alliance or Independent is sub-optimal (it is much quicker to go to Sol) and why I also suggest that there must be a hidden variable at work.
Anyway, hope this isn't a de-rail and thank you again for your work, o7
I made tests comparing the Sol system with other highly populated systems. The frequency of appearance of the USS is the same (more densely populated systems were slightly larger). As for the appearance of the HGE itself, there is also no difference. It is only dependent on RMG and the spawn key you will receive. You might get lucky and have a 5 HGE in a row, or endlessly appearing Degraded emissions.
It does not change the fact that it is worth flying on systems with a population of "15 billions +" if they have a state that interests us.
