I thought that too, but that's not the case. If you look at the most recent new additions to the store, any that dont require the updated cosmetics functionality are also released in legacy. The recent fancy cutter skin being the best example. There's a red sticker on the skin if its only in live.
Having said, frontier do make new cosmetics months or years in advance, so whether they will bother patching legacy again for the next lot no idea.
I do and i dont want them to.. i wouldn't put it past frontier to completely mess up legacy with live changes and do something like breaking the mining scanner just by updating cosmetics. Would probably be safer just to leave it.
