A couple of random thoughts:-

Firstly, the best passengers ships are usually not actual "passenger" ships.
Secondly, "passenger" ships usually feature extremely mediocre hardpoints.

Basically, what I'm saying is, if we're getting a new "imperial" ship, I'd prefer it came from the Gutamaya factory than the Saud Kruger factory.
If they could manage to smush an iCourier and a Clipper together and update the styling a little bit, in the same way as the Mandy' and CM5, I'll be first in the queue.

I suppose it might also be worth mentioning that, while a lot of people are moaning about the lack of any new Imp' ships, the offerings from Core Dynamics are equally stale.
In their day, the Fed' "piggies" were... adequate but it'd be nice if there was a medium Fed' ship with more contemporary design.
Will empire/federation rank be included in the cost of ARXs when buying a ship?

That issue needn't be a show-stopper.
You purchase the ship and you get one that you can deploy whenever you want but you'll need to have sufficient rank before it's possible to buy more at a station.

The same issue already exists, to a lesser extent, with other ships.
A newbie could purchase, say, a Stellar Mandalay and when they deploy it they'll get the benefit of a bunch of engineering even if they haven't unlocked the relevant engineers.
If they buy another one, though, they're going to have to do the work to unlock the required engineers before they can modify it.

We're talking about the ship, not the modules. Do you need a rank to go to Mandalay?
With this approach, we could come close to buying FC for ARXs. I'm not saying it's a bad thing, I'm talking about the fact that it's a game changer.

No...
We're talking about the ship, not the modules.
That was just an example by @Stealthie for a similar wokaround...

You buy the stellar version of a ship and get some benefits you might not have unlocked ingame by playing (e.g. eingeneered modules)... But only when you deploy the (stellar) Arx ship. If you buy the (normal) ingame version with credits you won't have access to modules with engineering (if not already unlocked)

Transfer this to a possible rank locked Imperial ship for Arx like

You buy the ship for Arx and you can deploy one of it at any starport but you can't buy more of the ship for credits as long as you don't have the fitting rank.
And I think in this case it would be irrelevant if it is the stellar or the normal version.

Or, if you buy a ship for ARX, you should get a permit to buy more of that ship for credits - and that ship only - if you don't fulfill any rank requirements that might exist, as the rank itself shouldn't be changed by the purchase of the ship for ARX.

I think right there is the opportunity for offering rank increase for ARXs. Let's say 16k for full skip? So if you have zero rank, you can still get the cheapest unlock for the price of a Stellar version. If the prices remain the same, that is. Of course I fully expect a slight increase in prices due to inflation, let's say 20%?

Additionally, not so long ago, Imperial Couriers were given as part of a treasure hunt, without any rank requirements, so there are precedents.
I have a CMDR who's still based in Dromi, with no ranks or experience, and he has an Imperial Courier. 🥰
They did the same with the Federal Gunship, Dropship and Assault Ships after a community goal in 2017, I bought all three for credits back then but still don't have the rank to buy a Gunship.

" When the campaign officially ends on the 28th of December 3303, a discount of up to 20 per cent will be applied to the Federal Dropship, Federal Gunship and Federal Assault Ship for one week. Additionally, the rank requirements for those ships will be temporarily lifted."

Eagles, Courier, Vulture comes from factories connected to superpowers... I don't expect to have ship for ARX and rank-wall
The Imperial Courier is behind a very small rank-wall you need to have a rank of Master (3rd level) in the empire to access it.

Yeah, my mistake, but just mean that not every gutamaya or core dynamics ships are rank walled and if we think about Saud Kruger as about imperial manufacturer too, it is almost half/half.

That's not how you enhance it!

I have seen enough Hollywood films to know that you stare intently at the screen while frantically typing and spouting technobabble until you obtain something like this (possibly a rotating 3D rendition, with sound, which I could not obtain).

THEN you have enhanced it.
Fortunately someone has written a complete guide to Zoom! Enhance! but unfortunately also works out that the room Deckard is investigating in our favourite piece of sci-fi forensics makes no sense at all as a room. (Let's get that guy on ship interiors, pronto!)

It screams "Imperial Explorer" alright.

White hull, sleek form, typical wide dual-pylon thruster layout, Courier style grill-radiator, and the scaffold height infers medium-sized ship -- and the CMDR watching the assembly is wearing an Artemis suit.

I bet for an Imperial deep space trader/transporter, the new ED Imperial Trader?

Something with huge cargo capacity, perhaps highest in game, and some jump capabilities, which should enable solo players for the new system colonization
