You can get them from Planetary Scan Missions which are solo player based. Not just mission rewards, but often from scanning the mission objective surface beacon.

You can also collect other mats and trade for them at a Materials Trader.

I have seen lots of missions recently that were not wing.
Also base scans now have no cool down, so you can relog. Got 15 in the space of 45 mins the other day, not lucky, just the expected drop rate.

get allied in a few systems, mission boards fill up with a wide variety of mats as alternative rewards, including MEF, CIF. I find MCF rarer than MEF. Check encoded signals and satellites too.
