Hope to see this fixed soon, thankfully my favourite dino wasn't in the deluxe pack...

Hiya, I purchased the Deluxe Edition of Jurassic World Evolution 2 through pre order on my PS4. Loaded up the game but I am missing all the things that should have come such as the skins and dinosaurs????

Please be aware that you have to research the Deluxe Edition dinosaurs in a Challenge Mode level, in order to unlock them for use in Sandbox Mode. They won't be automatically unlocked.
Your vehicle skins and Amenities Buildings signs should be available to you in Sandbox and Challenge Mode. The vehicle skins can be changed in the building where the vehicle parks, so the Response Facility for helicopters and Ranger vehicles, and Paleo Medical Facility for MVUs.
Please be aware that you have to research the Deluxe Edition dinosaurs in a Challenge Mode level, in order to unlock them for use in Sandbox Mode. They won't be automatically unlocked.

My problem isn't that they're not present in sandbox, the game thinks that I haven't even purchased the deluxe edition, even though Epic Games store shows that it is in library.
btw I have tried reinstalling and verifying the game
I can confirm that my deluxe content isn't recognized in-game.
I am also on the Epic store, I know very well that i should research the dinosaurs before i get them in Sandbox, but the problem is that the game doesn't think i own the deluxe dinosaurs, it evens gives me the notification on the start menu to buy deluxe content, this needs to be fixed posthaste please !
Edit: I contacted the Epic store support, they said they will investigate and hopefully fix it if it is on their part, i hope Frontier also does its own investigation to speed up the process.

I've also spoke to Epic Games and the response was disappointing (just click the 3 little dots in the game library to install the DLC).

I have the same issue, I pre-ordered the deluxe edition on epic store a few months back and verified it was the deluxe version and when I boot up the game in the corner is a menu option to buy the deluxe version of the game and I only have the option of 79 available genomes instead of the full 84 with the deluxe edition. I haven't seen any indication that the pre-order bonus items have been installed along with the deluxe edition items. I've attached screenshots to show what it is that I'm seeing on my side things.

Open your screen shots in Paint and select "Save as" and choose .jpg format.
That should reduce the file size considerably and you should be able to upload them directly.
Or use Imgur or similar image hosting site to upload them there and then link it here.
Update, the skins from the preorder seem to have eventually shown up on their own at some point. However, the deluxe items are still acting as if I've not purchased the item. This is strange considering that it shows as being in my library in the store. Tried to delete and redownload the game but that hasn't fixed anything.

Just checked my own game, and the pre-order items are in my sandbox now but like you the deluxe items are not present and show that I don't own them despite my purchase.

I reported the problem on Frontier's Issue tracker, log in and add your contributions/votes to the post so they can prioritize it above all other issues and bugs.

UPDATE: I can confirm that the game now correctly recognizes my deluxe content, i contacted Epic store support and Frontier support, i don't know which of them fixed the issue, i still didn't receive any e-mail from them. You may check and see for yourselves if it is fixed for you, if not then i would advise you to contact support as i did.

Yep, fixed for me too.
I can confirm the same for my game, at least in part. The Megalosaurus and Pachyrhinosaurus are still missing for some reason, but the other three Deluxe exclusives are now showing up in my list of unlockable dinos. The DPG skins are also there now, but I've yet to find those six unique building signs.
