I did. It's wrong. It can't work that way. Basic math prevents it.
I'm sorry, but basic math does not prevent it. It all depends on what the figures in the table actually represent
There are 2 ways:
1. The figure is the TOTAL amount needed to reach that Rank (which is what the column header says that it is)

2. The figure is the EXTRA amount needed on top of what was needed for the previous rank (which is what you are saying that it is)

So you can easily get the percentage up from the previous rank in either case.
Looking at my alt I can see that I am 97% through Pathfinder with 33 million and change in Exploration credits, which looks to tie up more closely with Option 1
