It was factual in that at the expo FDev said for 2018 the game is basically going to stay the same. That should be fine for the fan-base who love the game in its current state; there's no need to get sore or defensive. So yes, there will be new ships with a new combo of slots. Yes, there will be Galnet audio to read the day's news. Yes, friends and wings can now organize into a squad and share a station that will move (maybe animated like the capitol ships but more likely like the Jacques station magic server-update-relocation where you won't actually see them move). Yes, planetoids are getting their colors back and perhaps new fog (probably to limit the level of detail to improve FPS). But that's about it. There's nothing on the scale of 2.x releases where we saw a new crafting system introduced (good or bad). Nothing on the scale of landings with a new ground vehicle. Nothing on the scale of multicrew or SLF. There's really nothing planned worthy enough to charge money for. At least the 2.x releases introduced significant elements trying to add to the game experience and play - won't debate how good or bad they were.
So yeah. If you enjoy the Elite game you have today then that's basically what you'll have for the next 15-18 months. That's also clearly what FDev have implied by stating next year would focus on QoL and now we know what that means: no new massive changes or game additions.

People complain about core of the game. Frontier attempt to address complaint. People complain there's no new features.
Note: They did say that the level of detail would go up on planets and it's clear they're getting much more than their original colour back. You also missed:
- New global lighting system
- Crime and Punishment
- Changes to Engineering modules
- New system for placing and displaying/generating rock formations etc.
- Wing Missions
- Trade changes
- Mining
- Exploration: Codex, new stuff to find, new tools for exploring.
Plus other features they've got earmarked for the two smaller content updates that we will have to wait to find out more about. Im not sure how adding new stuff to existing features can't possibly be classed as adding to the game?
