How so? The Xbox One was released on November 22, 2013, PlayStation 4 was released 5th November 2013.
Frontier are only 'targeting' the last-gen consoles for Odyssey. They have no specific plans for new-generation consoles over and above backwards compatibility.
The last gen consoles covers every console released in that generation from the OG release of the xbox one in 2013 to its iterations xbox one s and one x. Same with the ps4 and ps4 pro.
While you are right that the first xbox one was released in 2013 its important to point out that the iterations were released in 2016 and 2017.

It's disingenuous to imply that they are releasing DLC to run on 2013 consoles when in fact they'll be releasing DLC to run on consoles released in 2013, 2016 and 2017.

That they may also run on the PS4 Pro and XBox One X has absolutely no bearing on that as a fact. They are intending to release Odyssey on the 2013 consoles.
I doubt it, but will know as my PS4 was bought in 2014...I still believe it is a possibility that Odyssey will prove a bridge too far for those old 2013 consoles - specifically the original XBox and the original base PS4

I don't recall Microsoft or Sony stating an intention to disable Backwards Compatibility.Like you im no expert but I'll go out on a limb here and say that if Odyssey runs on the OG consoles released in 2013 it'll probably run on those consoles released in 2016 and 2017 given that they are well better.
