So as I see it, the function of installations is to modify the security, population, happiness, and acquire construction points.

If you build an outpost station first, you need installations to acquire enough construction points to go for a full size station/settlement that has L size pads. So your construction has acquired you a construction point, increased happiness and is moving you on the path for building landable constructions. Maybe I'm not interpreting this correctly...
 
The bug here is that installations and horizons settlements are displaying pad sizes when they are not dockable (or perhaps they are meant to be dockable someday when relevant on-foot content is added).

I believe these are very important to setup your system economy, though.

I think you're correct.
Might be good to be low security to have interstellar factors.
You start out as anarchy,, it will be interesting to see what is required to elevate the security level

Ok, having a space bar where you can't land is only marginally better than having a space bar that stocks no drinks.
I am seeing a trend here.
-You can sit at the bar, but you can't have a drink
-You can see the bar, but you can't land there.

The next addition will be a magnificent resort with all luxuries, entertainments and facilities imaginable. A glorious sight indeed.
It can only be built on ELWs, though, but that's not a problem: just bring the mats to the orbiting hub, and they'll take care of the rest!
 
Yes, the OP describes in quite a detailed and a very clear way what they mean by "beta", what is the goal of it and what to expect of it.
I read that part, but saying an installation has pads and doesn't? That's a bit odd.

To be honest, my sarcastic post about sueing aside, I'm not having any issues with the update. Even more, I expected this to be a one station and done checkbox, been there, done that kinda thing, but I now have 1 orbital station, 2 finished installations, 2 more installations nearing completion and a completed surface installation.

Even worse, last night I spent time looking into whether I wanted to do another orbital outpost or tier 2 surface installation including picking out a surface location and looking at nearby systems to expand to instead of going to bed... I'd say I'm liking update for sure!
 
If I’m not mistaken we’ve never been able to land at installations. Would have been a nice change with the efforts involved to build one though.
