For starters, get rid of these inane bond-farming CZs and replace them with the actual war mechanics the BGS runs. In a bond-farming fest, I know when I wake up the next day, they'll still be however-many billion in bonds behind... with the war mechanics left to do their thing, each day both sides start at zero, for that day again, so at least there's some hope each day that maybe the Empire will get a bigger turnout, or that the Feds might mostly be asleep just for that one day.
Beyond that, make it multi-front. If there were four wars going on right now, each needing their own contributions, and each with their own increasing outcome based on what tier they hit. At least that way the Empire could dogpile one front and hope to win that, while the Feds seek to maximize their success in the others? It'd still be an overall victory for the Feds, but there'd be a fighting chance to achieve something for the other side.
The utility of these single-front CZ farming CGs for narrative development is well and truly exhausted.
As an Imperial supporter, I don't mind losing. But I despise a 7-day event where the end of Day 1 seals the deal leaving no point to continue fighting. Even just knowing Feds hitting max tier would give them the win, while the Empire achieving Tier 2 or 3 would achieve something, would keep me in the fight
