I think a great idea to add new gameplay and to help make carriers more or less self-sufficient is giving the owner the ability to arrange contracts with NPC companies such as Mastopolos Mining - they will allocate a certain amount of the fleet carrier cargo hold, say, 3,000 units to the company which will utilise the space, and in exchange for that they will pay the player a certain amount of credits each week, depending on the contract, perhaps ranging from 2,500,000 to 30,000,000 credits or something along those lines.
Additionally, NPC ships "belonging" to the company could land on the carrier and use its services, generating even more passive income for the player, which would ultimately not only minimise the upkeep, but even possibly make profit. The player could even be able to allocate to more than one company to earn more, but they will lose more cargo space and their carriers will be heavier and jump shorter distances.
There's plenty of mega corporations and companies in the game right now - Achilles Corporation, Caine Massey, WorldCraft, Rockforth Corporation, Vandermeer Corporation, etc.. it would be very interesting for something like this to happen, and it shouldn't be too hard to implement. There could even be attached befefits like if you allocate space to Faulcon DeLacy, they will offer you Faulcon DeLacy ships to sell at discounted prices in the fleet carrier shipyards, etc..
Removing upkeep costs completely is a bit too unrealistic and a very simplistic approach, but allowing players to actually use their carriers for financial benefits and eventually earning back the money that they put in plus profit would make them much more attractive.
