10 billion is the minimum IMO. That'll cover the purchase, a 1 billion credit buffer to refill the tank from zero to full, a couple years of upkeep, and some left over to buy ships/modules as you progress further in the game.

CG payout is about 400,000 per mined ton. Five billion is 12,500 tons. Another two billion for facilities, and cash. Another 5,000 tons.And a fairly quick payday is the CG. Buy, park next to a hotspot, mine and when you have a decent load, deliver to the CG (sign up first before delivering).

To me, it isn't much hassle to end each trade session by loading my trade vessel full of tritium and hauling it to my carrier, and the tritium doesn't get used up if I take a break from the game. 1.5 billion credits per year for carrier upkeep, however, is a big chunk of change, and I don't stockpile money; I spend it all on ships. If I take a break from gameplay, my reserves dry up fast.Tritium is generally much more of an issue because while it is not so regular a drain as upkeep it can be much more difficult to provide and you are unlikely to be able to stockpile years or decades worth of it on your carrier like you can with the credits for upkeep.
I went to Colonia with my FC did a little exploration sampling loop while there and used the credits earned to pay for a Tritium buy order that was filled overnight which let me come back to the Bubble via SagA* where I bought Tritium again to fill the FC which took much longer than it had in Colonia.It all depends on how one plays the game. Tritium was a big deal when I went to Colonia without enough for the return trip, though, not knowing that it couldn't be bought there at the time, and that tritium mining had been nerfed to the point of near uselessness. Now I know to stockpile enough to get back before I go anywhere. There's no need to stockpile more than what one needs for the immediate future, unless you want to take it around the galaxy, which stopped being practical long before I owned one (whenever tritium mining was nerfed).
It's more practical to decommission your carrier if moving from Colonia back to the bubble (or vice versa).
