Newcomer / Intro From Bounty Hunter to Bounty Hunted and can't pay my fine?

So I went to the main mission board, looked up bounties, took a job, unfortunately turned out to eventually have a "hack terminal at a base" component which I've never been able to accomplish and I thought I knew how to avoid such missions but apprently not. So I tried to get to the terminal to hacked it, of course no success as all I end up doing is running around in cricles looking for something I can't find, incurring fines and getting shot at as usual. I left and abandoned the mission. So turns out I not only incurred a fine but a glaxy wide bounty! Now; if I took a job from a station mission board, bounty hunting a wanted criminal, as opposed to some shady dude at the port lounge saying "Psst, come here I got an offer for you if you don't mind breaking the law," then why am being put into the position of being a wanted criminal myself? Why is the station I took the bounty hunting mission from now treating me as anonymous and cutting off services to me?

So I seemingly paid the fine and got station services back but then when I tried to switch ships I noticed my other ship is still associated with a bounty (???) So I check my status and indeed, galaxy wide bounty is still there. So now I have to google how to solve this issue because I don't even know where to find the info ingame. Turns out I need to go to an Insterstellar Faction rep to pay the fine. Why I can't just pay it at any station considering it's galaxy wide bounty...I dunno. So I go to inara and search and find a local station that has such a rep. I avoided taking my bounty incurred ship as I dunno, I might get shot at possibly, right? So I arrive at the station where the Interstellar Faction rep is annnd...There is no fine to pay. Ok, back to google to figure this out. Turns out I have to be in the bounty associated ship to pay the fine. Why that makes a difference since the bounty is on me I dunno.


So I go back and grab the ship in question and head back to the station with the Interstellar Faction rep. Still no fine to pay. Back to google to find out why, turns out I got to go to a station outside of that faction territory to pay it. Why? How does that make any sense? That the fine occured in one faction territory but I have to go to a different faction territory to pay it? I've traveled to 3 stations trying to pay this fine and get the bounty off me and they all say no fine to be paid. Been at this for about an hour now and the hell I don't know what to do. The game sets you up to get into trouble and then it's some arduous, inscrutable, long winded process to get yourself out of trouble. All this because I took what should have been a legit bounty hunting mission. It's utter madness.

So, I have no idea what to do now, been at this one task of clearing up this issue for an hour now. Logging out and back in didn't change anything. Is it a bug? I just want to pay this fine and get on with the game. Don't know why this task isn't more easily accomplished.
 
The Crime and Punishment system has gone through some weird twists of late. Used to be fines were just payable, I'm not sure WTH the rules are for them anymore. That's if the fine even appears because sometimes fines incurred on foot don't show in ship and vice versa.

The most reliable thing to do is to find a interstellar factor at least 20 LY away from where you committed the crime in the ship you committed the crime where the faction involved is not present and just pay it, whether it's a fine or bounty. 🤷‍♂️

Thanks. The current system makes no sense and overcomplicated. I managed to get help from someone on Discord. Seems I had to fly farther out to get a station to process fine. God I hope they change this system so it at least makes sense.
