Or, we can have somethig like this:

Come on guys, we don't have to invent the hot watter. If FDevs wont to implement PvP/PK sistem, they would have already iplemented it. Obviously, they don't care about players interactions.
In my mind that (your link) would be a horrible gamey intrusion on Open play.
I am all for safer areas, but these areas should not magically prevent pvp in Open.
A station in general is a safer area, because it enforces a more law abiding behaviour with violence.
This mimics the real world.
But it is not an infallible method, just like the real world it can not magically enforce peace, love and general cuddly behaviour.
I would like to see a more interesting, dynamic way of dealing with crime implemented in the the ED universe.
For example players who kill multiple authority ships should discover that they are not just wanted in the system they committed murder in, but also in surrounding systems. They even might become wanted in an entire jurisdiction of a Power, or of the major factions (Empire, Federation, Alliance).
High level NPC Bounty Hunters should start hunting them.
Player bounty hunters should get better tools to track down criminals too. I think this would be very exciting for player pirates and bounty hunters alike.
Bounties for killing (npc and players) should be at least double or triple or quadruple of what they are now.
