Game unplayable both OPEN and SOLO, Frontier please fix your game!

Your RAM is buggered OP, expect page faults accompanied with blue screens soon. If that happens, your motherboard's BIOS probably has a memory testing feature.
Random freezes do happen with that, stuttering and general lag. I didnt think OPs ram was on its way out but it actually does make sense, good find
 
I forgot to mention that the game is freezing even in the outfitting menu.
This last bit got my attention.

Starting a couple of days ago, the game would lock up my PC, usually when jumping into a new system. The screen would flash a little, then turn a solid (which might be different on each occurrence), while the sound stuttered and eventually the PC would lock up so hard that I can only get it back with a power reset.

At first I thought this was because of one of the many things I run in the background when I'm playing ED (EDMC, EDDiscovery, EDDI, Media Monkey). However, when I ran just ED, it continued to do it. Then I did an experiment where I started the game and left it idle at the main menu. It still happens.

I am not seeing this at any time other than while I play Elite, although lately I haven't been playing anything else remotely taxing on my system. I think I'll have to reinstall Witcher 3 and see if it can run.

Maybe my box is starting to show its age. I've been using the same machine since early 2014, including the video card (GTX 780). One thing I did notice was that the GPU Core temperature was up to 80 C the last time it failed. I've never paid much attention to it before, so don't know if that's higher than average for ED. The supposed max operating temp is 95 C.

I can run prime95 and my i5 doesn't go above 50 C. You should check your GPU temperature as well. Remove the dust and apply new thermal paste if necessary.
 
I got the same ugly issues. All the time.
Just look at the other ships behavior. If someone needs an evidence of long time to jump into- and out of supercruise or to another system I can also show it...
My computer has 8GB RAM, i5-8300H, GTX 1060. Internet connection is 100 Mb/s, ping is around 6-8 ms. Router is clean. All Internet, streaming, movies, download, upload working very good.

Sorry but I don't think you are having the same issues. Your video looks like network problems, rubber banding, lag, etc. Mr. Matty has stuttering and freezes which is performance related. That's like not the same issue at all.

Ok. But I have this issue even i Solo mode. And it affects also NPC ships. Nothing was changed in my computer and Internet connection. I saw it first time after latest patch. So 🤷‍♂️

I have both. I have issues with game stuttering (also in menus when I select something, for example when I want to equip a new FSD when I click to confirm it stutters) and also issue with rubber banding where it's absolutely impossible for me to coordinate movement through the airlock because I never know the exact position of other ships (NPC included).
And on top of that I have very long sequence of Witch Space (it even runs out of stars and it's all black at the end) and also when I drop at stations from Supercruise I have to wait long times (in SOLO too, but much shorter).
I also experienced sound stuttering (when the graphic was actually smooth). For example the graphic and the ship sound was smooth but the starport announcement or my covas was stuttering (in SOLO too).
