The game developer determines that. Typically their own store, gog, steam, epic etc. G2A and such sell keys from dubious sources, with no money going to the dev and with the risk of them blocking the key.

For example, I bought il2-Sturmovik BOS, and on the steam forums the Devs explained why they blocked a pile of keys sold on G2A that were stolen from them. Other Devs openly said they prefer you pirating/torrenting it over buying keys from shady resellers.

G2A is a key reseller. Steam, GoG and Epic are not resellers, imo. I understand a reseller sells a key that wasnt directly given to him for sale on their platform. Usually that means pre-owned keys by end users. Steam and co dont sell "used" keys iirc.

Oh, right, true. I don't think any key reseller is official, to my knowledge.
