Hatch breakers don't work as they used to after U16

U16 changed behaviour of limpets... it seems that HATCH BREAKERS have been some how affected.

They are way less effective, as they're not able to get close enough to the target ship unless it is almost totally stationary... breakers keep floating around and/or expire 99% ot times f ship is moving, or even if ship is being stranded at low speed after drives have been destroyed. Consider that breakers were able to attach to a boosting Cutter!!! Now... NOT ANYMORE.

It happens against NPCs and CMDRs.

We're trying our best to be good pirates... but, well, this doesn't help us as shooting the cargo hatch may result in hauling ship kaboom!

Auw! Come on! A trade CG gold rush and I have broken hatch breakers! My hold should be full of gold at this point but all I have is blood on my hands after destroying an innocent AspX.

I didn't mean to. Honest!

They just kept flying away in a straight line while my hatch breakers failed to keep up. Sadly the rockets were fast enough to catch them though.

I WAS JUST TRYING TO APPLY DRAG TO SLOW THEM DOWN.

I know that I didn't need to fire quite so many rockets at them...
