Hotkey order problem

I have a small issue with rebinding some controls. I use a Thunderbird Warthog HOTAS. I try to put as much controls on it as possible. For that, I need to use button combos. I use the Joy 3 on the Stick as "Alt" for a lot of controls, for example Joy 3 + Joy 15 brings us External UI. Works fine.

I tried to put the Galaxy map on "Joy 3 + Joy POV 1 - Right" and System map on "Joy 3 + Joy POV 1 - Left". The Joy 3 is on the Stick, the POV is on the Throttle.
However, when I tried to bring up the map, nothing happened. Then I realized that if I use the combo backwards, POV 1 - Right + Joy 3, then it works. However I use POV 1 for other things, so if I press POV 1 first, something happens before I press Joy 3.

To make things even more complicated, I tried to set up the same combos for UI panels for SRV too(for example Joy 3 + Joy 15). I have the same issue as with the maps, I need to press the combo backwards to make it work. The same combo in the ship works fine.

I'd prefer to press the buttons as I set them. I tried to trick the game and I set the map to POV 1 - Right + Joy 3, but it did not work. In this case I indeed need to press POV 1 first.

Is there a solution for this?

I've done this with my HOTAS too but I've always made the alt key be on the throttle and that has not presented problems for me. It can modify buttons on the both I believe as you've seen.

Maybe it's just a thing that if the alt is on the first controller it can't modify things on the second controller. Maybe of you changed the order of the controllers? Doing so may require rebinding everything though. Good luck.

What you suggest makes sense, I also thought about that. However what is the case with the SRV then? I use the same combo and it gives me different outcome. Both Joy 3 and 15 are on the Stick.
