Elite Dangerous Odyssey Materials Helper (my preferred application for managing engineering) has a new feature for this but it's a) in beta and b) not particularly useful yet (my guess is there are no logs for the status of the to do lists on claims, so it can't track this). It shows you the requirements for each type of claim (though it's not accurate, at least not for me), how many of the commodities are on your ship, and how many are at the last port you landed at to buy.
It doesn't adjust the total required as you hand in, though, so it's useless right now. Just thought I'd mention it, because maybe one day it'll be more useful (but my guess is they'll need FD to make the logs available for that).
For now, if I'm at a port and ready to buy something of a specific quantity, I refer to the system map of my colony, which does show you the to-do list for commodities. But it's so faffy to get to (at least 7 button presses and a bit of scrolling). So I just use snip & sketch to take snapshots to refer to, showing on my second monitor.
I would like them to allow us to pin the to do list on transactions as a mission (like the first claim does), but also to allow us to see the to-do list there as well. Even better, would be the commodities view showing how many you need of a commodity based on a pinned to-do list (i.e. we can pin one claim at any one time, or just opt to pin all together). I'd also like a "hide completed" toggle... the list is difficult to read when it's split up with loads of 0 rows, I don't need to know about.
