How to download data from a non-powered settlement

I'm on a mission to download data from a port in Odyssey.
I can get to the powerplant and insert the regulator.

Trouble is I can't activate the power because I don't have security clearance.
There are no scientists. There are no scavengers with any clearance level above 0.

What to do?

Cut the panels, override the doors, and turn the power plant on with a Power Regulator.

EDIT: you will need Breachs, to turn it on. Or sometimes you will find dead npcs with level 03 inside the power plant room

As soon as I posted and reached my ship ... I recalled the image I forgot to post. The clue was Apply EBreech!

Use e breaches, you can get them from an anarchy faction shop, buy 100 so you don’t have to keep going back.

E breaches don’t automatically go in you back back as they are illegal, you have to select them.

You can also use e breaches on consoles to get the PIN numbers for boxes.
