I heard that if you are 'lost' on a mission and can't find your target , do the following:
-jump to the destination system
-scan the nav beacon.. your target will then be identified and become a persistent navigation marker.
I honestly haven't tried such a thing myself, but its worth a shot if you have a mission that seems to be in a stuck state. I suspect they implemented this to try to work around the missing target bug (I'd consider it a bug) prior to 2.1.

I had a similar problem. Arrived to do a Delivery and nothing on the Board.
Eventually, I worked out that part of the Mission Reward was special cargo and my holds were full. I had trade cargo I had brought to sell.
When I sold some cargo there was space in the hold and the Mission Handover appeared.
Going to try that, buying some stuff and sell it there but I have more than 128T of cargo space and only using those 88T from the mission. (I'm flying a Python)
Gotta ask as you make no mention that you did so... you did open the mission board at the new destination to hand it in to the contact right?
There was a bug in one of the earlier Beta builds where after being redirected a proper contact wouldn't be listed in the mission board at the new destination, but haven't run across that bug since Beta 4 so always figured Frontier had fixed it.
I play the game since release so yes, of course I checked the mission board (tried to get in and out of the base a couple of times, reboot the game...etc) and contact list but nothing there. It must be that bug then because there is no contact in that list to retrieve my mission.
Edit before posting: The mission was just a simple Boom time delivery...can't deliver it at all, tried all of that and nothing happens. Great...just great. What a waste of time.
