Our wing had a protracted BGS battle with another group. For weeks. We would catch glimpses of the opponents in Open, our wing flew in Open, they didn't.
They were/are a larger group and quite active, the encounter ended when both sides tired out of running missions, bounty hunting, and so on to earn points for the respective sides. They were able to take over some of our territory. Eventually we reduced the number of systems we controlled (too large an area to defend) and gained back what we lost and desired to keep.
No PvP to speak of except when outside mercenaries came in a few times but lost interest as the Open part of the war was one-sided and not much action.
The OP is making a valid observation, I can relate to his frustration, trying to combat enemies that can't be seen. Many of us were very frustrated when our opponents, never seen/engaged, were successful in attacking us, playing in private group or solo only.
However, with so many players against any form of PvP (optional), I don't believe FD is going to change much in regards to restricting BGS (or parts of it) to Open.
