I'm cool with the announcement overall, since it effectively confirms that there will be a Next Big Thing and that it's currently in development. It's a shame some things were pushed back, but I suspect the ice textures needed to be in order to work better with the Next Big Thing's other planetary improvements (atmos?) while Fleet Carriers? Well, I can't imagine why other than time issues.
However, that said, I hope that means they can focus to make the Mining and Exploration improvements even more robust than initially planned. Honestly if they do then Beyond has achieved its initial goal - to flesh out gameplay in all key areas - Combat, Trade, Exploration, Mining and Multiplayer (with Squadrons being added, even without the carriers).
Hopefully it will make Horizons a nice complete package on its own, since the Next Big Thing will be a paid expansion along the same lines or Horizon's original release--that is, adding huge gameplay additions (like planet landing and SRV).
In fact, part of me hopes that what they'll do is take away the original Elite and provide free upgrades to Horizons. Basically, Horizons ends up as the new Base Game. My concern would be that having more and more variants of the game all interacting (Base Game, Horizons, Next Big Thing, Future Big Thing) might only complicate matters for future development. My lay opinion would be that the Base Game should only be one step behind the Next Best Thing at any given time. But that's just an opinion from a casual non-developer point of view.
