Incrementally Improving PowerPlay - Make PowerPlay Open-Only

We all have our preferences and opinions which are valid. I'm not interested in PvP, so would much prefer a more PvE experience, like the BGS. And having the BGS and powerplay intertwined could really make the bubble come alive and be more interesting in general. But thats just my subjective opinion.
That's why I would prefer them to increase the number of NPC interdictions if you're in pvt/solo or if there are no players about in open and link the mission system in a minor way. I would like it that PvP is encouraged in Open but enough to make it interesting for PVE'ers in pvt/solo as well.

The issue ramping up interdictions is that its pointless- unless you are asleep its trivial to escape and chaining them won't really change that. I think in this case weighting is the most fair option without going full open, in that you take the risk in open you get rewarded for it (not without wholesale PP change).

No it wouldn't, people who want to play in open already do, people who want to play in solo for various reasons will still play in solo, they just won't bother with PP.
That is an outsider's point of view, in as far as youve clearly never tried multiple runs to deliver he same PP cargo against determined interdictors. the lure of solo/pg just 'to get it done' is felt strongly by anyone, so its entirely understandable why some people who focus their energies on doing the best they can for a power, will select the single most powerful variable in the equation: negating opposition

this also means the whole interplay of getting a friendly distraction or SC superiority becomes a moot point, and the organisational infrastructure to make that happen never fully establishes as a result. It spoils it for everyone.
That interplay I mentioned is also where the teamwork and gameplay in PP really comes alive.

so no, its not just a question of mode-allegiance but also a choice of effectiveness, or a dedication to better but less efficient gameplay for all.

They already are. A substantial part of what we do in the East India Company (mostly concerned with the BGS) is horse trading with Powerplay groups, because our government type is disadvantageous to certain powers and advantageous to others.
It it's in a very minor way. I would like to see it far more intertwined. It's pretty basic at the moment.

I think, given FDs new found zeal for risk and reward open weighting would be the middle choice between not rocking the boat and level of work required really. Open is far the more riskier mode, and at the bare minimum needs to reward for flying in it compared to solo where NPCs kind of sit back and drink tea.

I certainly agree that a better ethos match for powers and controlling minor factions, and an effect from minor factions' superpower allegiance would make for far better internal logic for players from a BGS & PP point of view. However, does the spread of goverment types allow this to be implemented in a generally fair way for Powers?, or would some Powers be naturally way-OP as a result? The beneficiaries would at least have to have penalties to compensate, or Powerplay would be fixed from the (re)start.

On another note, 5C and Solo/PG supremacy were loudly predicted from the very beginning, and we cant afford to have a PP refresh which again has obvious fatal flaws baked-in from the concept stage.

When the option was suggested of a weighted benefit of being in open, it was panned. There was overwhelming support for OpenOnly Powerplay, there wasnt the appetite for weighted merits. Even for me, weighted merits seems far more like treating the non-open modes as second-class citizens or something, which also sucks. By far the best alternative to pure Open-Only was your own suggestion for splitting activities to modes which best befits the activity. Its seems so obvious once you hear it. It doesnt seek to punish anybody for their choices, everyone gets their merits. It just removes any legitimised I-win-mode button.

True, I'm really thinking about FD really, as they are always looking for the least work involved option. Its kind of a toss up between these:

Its really down to FD and how much time they want to spend on it, and how they see Powerplay fitting into the game at large.

Hence the reason why I said make it predominantly a PvE experience like the BGS and have PvP optional.

Powerplay as it stands now doesn't work in all modes. Either change it to open only or change powerplay. The idea is great, the execution is flawed.

which is imo going too far. It is really absorbing Powerplay into the BGS which would augment the BGS perhaps improving it, but would also remove whatever distinction Powerplay has as a playstyle. It would effectively remove an end-game career path.

I don't see an endgame career path. There's no such think in ED technically.

I disagree. That's just my subjective opinion I'm afraid.

Make PowerPlay Open-Only
My summary: IF open-only PowerPlay THEN no blocking AND serious security around headquarters and maybe in control systems.

I did my first steps in PowerPlay (to finally get Prismatic Shield Generators). Apologies for not reading the whole tread this far.
In open I was Interdicted Every Single Time I Entered The Powers Headquarter System by other commanders, also by a sneaky wing pledged to the same power, which promptly attacked me. To the point it got really annoying.

(Edit: I have to admit i's also partly my fault for having call cops turned off and using my exploration / taxi anaconda)

While I understand that this is part of the PP experience, I find it also to be highly unrealistic.
Every POWER should have the namesake to maintain a higher level of security around their headquarters, some efficient ATRs or some-such to make this kind of play dangerous to the opposing commanders.
Current PvP interactions don't help much in this instance, as blocking works both ways, protecting attackers from serious defenders.

For new readers: ONLY reason for open only power play is to make shaping of galaxy from solo/pg impossible, it's only thing that matter, all those PG and mode switchers have to be removed from power play, accesa to modules and even personal merits should be retianed for all modes, but OOPP or bonuses to merits made in open should be big enaugh to make solo/pg irrelevant, if anybody think that PP is only hauling, no , it's not true, but huge portion of imeprial playerbase want to make you think it's like this, but it's a lie.

I actually sympathise with OOPP because it makes sense, especially when the proposals are smart enough to distinguish between PP and the general BGS, and @Rubbernuke is a very eloquent and persuasive speaker.

But you should probably be careful about wording so strongly as this, because that statement doesn’t reflect the game you, I or anyone else purchased...

If you think i m not telling the truth, you just fallen to impeiral propgaganda on this forum, OOPP is not clash of POV's it's clash of good and evil-YES, feds and most experianced palyers want OOPP, why? becouse it makes game better for most, it also makes Elite attractive for new playerbase, but therte is a cost, large portion of current AD playerbase that abuse solo/pg for years. They wiill be talking here that time zones or platfrosm make OOPP bad and such, but truth is that ONLY reason for them to not allow OOPP is tat this single change would make them irrelevant, it's just egoistic attempt to remain relevant, even at the cost of worse gamepaly for majority of current (and future) Elite playerbase

And here comes the hyperbole again... honestly, as I’ve said I’m somewhat on your side, but you’re not going to make many allies with such... ahem... elitism?

I dot think that being in 80% group is elitist, we have few main groups that oppose OOPP:
1: those who are afraid that OOPP will lead to OO BGS and larger portion of game, those have noting to worry about
2. those who are afraid that OOPP removes PP moduels and indivudual progress related with PP, those ahve nothing to worry about too
3. those who cant organize and be competetive in open and actully would love open pve server, only small portion of those palyers play PP or value power play, so it will be small loss for them
4. Hardcore PP players who play game for years, but never weent past solo/pg killing of npc's in terms of skill and organization, and this group is afraid of only power play, but such people are marginal (but loud) and they have most to lose with changes. They have to adopt, i dont use word sacrafice, becouse it's just not true, but changes here make elite better experiance overall, it migh be even more true if Oddysey bring more sophisticated combat scenarios and tie new features with power play

See, while I don’t agree with all of that it’s a much better way of putting across your ideas than...

ONLY reason for open only power play is to make shaping of galaxy from solo/pg impossible
