Investigation into the "Mysterious Stranger"

If you don't mind me asking, how many rescue missions did you do before these started popping up for you?
As soon as I hit allied with the related factions they popped up.
Beware that those are stories of individual affairs between a particular commander and RNGesus=)
.... as I know cases when two subsequently given in "medium" missions - to the same faction - produce two tip offs (not a rare case, in fact)...
.... and only a week ago with one of my alts I've got a tip off on the very first evac. mission rendered (but the faction was already repped... probably 2 years ago)
However I know also exact opposite stories, kind of "doing mission endlessly, and still nothing".
 
Wing missions coupled with donation missions/faction states might be the tool needed to get at the tip off locations at the center of the bubble. With a coordinated effort and the wing mission 7 day completion window it should be possible to dump an insane number of missions on a small handful of accounts to try and spawn all the tip offs. Stacked Elite pirate massacre missions can be done very quickly and easily in a gimballed, fully engineered corvette.

The idea occurred after handing in roughly 100 million in combat wing missions on a not recently active alt, and getting a tip off after handing in a few additional donation missions. It may just be an RNG coincidence, but may be worth trying as it could spread the time requirements needed to exhaust available tip-offs across many players.

Oh, "insane" is quite an adequate word to describe the required amount of missions in order to cover the Bubble locations pool... (for those interested I'recommend one of my earlier posts on that matter with some approximate estimation of required efforts).
Thinking to prepare a detailed answer to your post I've finally get enough courage to use my log analyzer on the data from my own grind of TO's... And can admit now that my earlier quite "approximate" calculation of the number of missions I've done to get those 59 tip offs in two weeks was really... too "approximate".
Now more real numbers:

I can assume that the last one is for HIP 12248 5 a.
Beware that only that pointing to Pleiades is a crashed ship site - and it will disappear this Thursday (during server maintenance). All three others are bases, and those in Djabara and HIP 12248 are tough to infiltrate by ground.

Have just been trying the HIP 12248 one, for the second time, having allowed it to expire before I attempted it the first time, so I was hoping that this time the encryption key might still be "live" and prevent me getting attacked before reaching the datapoint. Nope.
I found a link to a picture of the site, but I couldn't find a key to the symbols on it so I'm clueless about where to go.
Quick summary of my second attempt: I trundled in (OK, at full speed :)) in my SRV, failed to find any datapoint contacts in my panel, and got fined, bountied and then finally "police unit engaging" (and shot at) without ever getting to within 500 m of the settlement itself. Is this how it's meant to go?
Tips on how to complete it would be most welcome. If they are all like this, not sure I'm gonna bother trying the other 6 in my messages list... :-/

Out of the four mission I recently ran 2 were manageable (one at a crashed ship and one at a small outpost) and 2 were beyond me. Of the later (pretty sure one was on HIP 12248), one was a prison and the other was an imperial facility where the data link I needed to scan was (it seemed) up on a roof and I couldn't get a good angle on it without being shot up by the turrets and skimmers (even tried to do it with the ship after my SRV got blown but got wtfpwn'd by ground security and some ships on station there) at the prison I couldn't find the data link I needed and got blown up a couple times trying. At the small out post and crashed ship I was able to drive in an not trigger the security response until I completed my scan then boogied. The higher security ones can be done. You just need to either disable the defenses or, once the security is tripped, use cover and keep moving as needed as you make your way to the data link. A lot of commanders seem to do these with a ship set up to go in quick, tank the defenses long enough to run the scan, and scoot out again but my Cobra isn't quite there yet.

I'd love to know a way to de-aggro a ship chasing your SRV on these things.

I haven't tried using my ship yet but I'd also love to know the answer to that one. The first time I tried HIP 12248, I must have fled in my SRV for ten minutes (being chased and shot at by two SHIPS, not skimmers, argh) and very nearly died. I thought they would give up, but nope. Managed to summon my ship and hop in with a few percent of the SRV (premium) hull intact and then escape before they destroyed the ship too. On the second occasion I confess I just logged out while being shot at (== not fun gameplay) after getting several km from the base, and when I logged back in, bingo - no ships attacking me.

Well, I remember my own attempts to infiltrate that kind of bases in solo using my srv after they have been firstly introduced with Horizons. In fact that was pretty doable in that times, but... that was even before the addition of patrol ships to the bases (one of the first updates), and the re-adjusting of the trespass zones dimensions years later...
"Blackman Silo" - the Tip Off target base in HIP 12248 - have the "L4M1" layout classification - i.e. Large Military, Medium Security, (first, "less defended", variation).
And even being the "less defended" variation it still belongs to the most tough class of settlements ever presented in game.
So the options are:
1)fully outfitted/engineered ship, capable to take down all defenses, ships and tank incoming damage for sufficient amount of time...
2) srv one-way kamikaze-style run - ignore opponents, go directly to terminal as fast as possible. "survival" is optional as scanned data will not be lost in case of destruction, with L4M1 one can even get back if lucky enough...
Personally I don't like those two options above. The fist one just because it's a bit "overkill" to perform a full scale genocide of a settlement in order to scan only one terminal. The second is "immersion breaking".
But there is also the easiest solution
3)small fast ship fly in-scan-fly out. The ship doesn't require to be capable to "tank" anything aside occasional "bump"/ram to the terminal. The goal is to complete the whole operation before any hostile response from the base. You have slightly more than 20 seconds before fines being emitted, and some seconds more in order for the base to become hostile. And this amount of time is in fact sufficient to fly in - scan CDT terminal - then boost away for all large military layouts if you have a small, fast (boost-happy) ship.

ships will chase your srv indefinitely, there is no way to de-aggro them aside relogging
there are options...
1) you can recall/board your own ship (if I remember well your ship will not be attacked before you board it, not sure however). So you can drive away, board and then either flee or deal with your opponent
2) technically - on low gravity worlds - you can... yes, "outrun" the chasing ship in your srv. This little beast can be pretty fast in good conditions, faster than any npc-ship. But that's more about standalone thing to try out rather then "regular" gameplay

They only contain the headline, about 20 lines of ... nothing and then the expiry date (30days from date of issuing). See this post in the German ED forum:

This time the new release have broken the mission generation part of the Tip Off mechanics. I have a similar report from commander Typ_mit_Playse on "tip off recycling" channel on IRH discord. More, he have found related issue report::

I have tested some Tip Off locations both in Odyssey alpha micro-Bubble, then in the release. So far - at least it seems - the locations themselves work as intended.

But the mission generation/text is definitely broken
 
Just got a Tip off to Dhruva 2 c The mission text and ship core message worked. The crash site seemed to be using Horizon's era assets. It mentioned the crashed ship as the transport Erianne 12. Perhaps what we should be looking into is what/who is shooting down all these ships. Perhaps it is system authority ships?

Logs from Dhruva 2c crash site belong to the most common subset of messages, and that's not the only place you can get exactly same message (about "Erianne 12"). We do already know 117(!) locations containing messages from this subset, while the subset itself contain only 20 unique messages (at least known so far), so the "duplicates" are pretty inevitable. And that's one of the reasons why I don't take into account any link between location/assets and the message text. Also as usual, the messages from that same site obtained by scans using other client localization setting are different and do not refer to Erianne 12 at all.
Yeah, Horizons POI's do use old Horizons assets in their non-altered state (and in many cases do not blend well enough in Odyssey).

Odyssey have introduced three changes in Tip Off domain:

1) shifted timetables (this time by 1 tick "forward").

2) the "empty mission text" issue with only expiration date present. Not all missions have been affected, however I doubt that it's already fixed. Have seen a report about empty message not long ago.

3) "Some" Tip Off related crash sites became broken, i.e. their assets became invisible or otherwise non-accessible (only in Odyssey, in Horizons they do work as intended). In fact I'm not sure that ANY of the tip off related sites in Colonia have escaped this bug (atm couldn't check it by myself). Situation in the Bubble is better - it looks like only "unidentified wreckage" class of POIs is affected by that same behavior (and we have only 11 of them in the Bubble, 12 as max according to my "theories"). The only thing common between affected sites in Colonia and in the Bubble is the fact that they are the latest additions to the tip off locations pool.
 
At some point while many of us have been carrying out missions or otherwise just flying around, each of us may have recieved a message from someone identified only as "Mysterious Stranger". These messages can be in few different forms. Those that I have recieved have either given the location of a crashed ship and asked me to collect the logs from the site or asked me to raid some surface installation (all high security) for data. I'm undertaking an investigation to attempt to determine the identity of this "Mysterious Stranger", who they work for, and what their motivations may be. It may not be possible to determine all three, but with enough information it should be possible to at least determine a possible overarching motive.

However, there is a catch. These specific types of tip-offs do not spawn consistently. In the years I've been flying, I remember recieving only four or five in total. Additionally, the payouts are generally considered mediocre at best therefore many CMDR's ignore these messages entirely. Given these complications, specific data concerning these missions is sparse to say the least. Therefore, I have a request for each member of the Pilot's Federation.

My request is simple, if you recieve one of these tip off messages/missions,do everything in your power to investigate the site or accomplish the mission. Then, once you have completed your investigation of the site and/or accomplished the mission pass on as much of the following information to me as possible:


  1. Which system you were in when you recieved the tip off.
  2. Which factions (if any) you were allied with in that system. If you want to provide your reputation level with each faction in the system, I would not be opposed.
  3. Your pilot's federation rankings when you recieved the tip off.
  4. The destination of the tip off. System, Planet, and Coordinates if a surface wreck or POI. If it's a surface installation, include the same, but additionally provide the facility name and the controlling faction.
  5. The text of the tip off itself. This may be typed out or an image of the message.
  6. Any data or items recovered/found at the site. This includes logs and any materials or commodities.
  7. Any additional information that you deem pertinent to the investigation.

Some may require assistance from other CMDR's given the difficulty of raiding high security sites alone. If you recieve assistance, ensure that you are the one to scan any data points or logs. If you do not do so, any data found at the site will not be decoded.

Though I cannot provide monetary reimbursement for your efforts, know that you will have my gratitude and that of the entire galactic community for your efforts.

I have added that to your ship's systems. Throttle up for this one, you need to get there quickly. Good luck out there"
Log found at site: "Control, this is BH XV-386. Have sustained heavy damage and unable to return to base. Job has been completed and the information is secure in the ship's data core. Going to attempt a landing on a planetoid near my current location. 386 out".
Loot found: 1x Limpet, 1x Chemical Waste, 1x Biowaste.
Extra stuffs: When I first received the message I was 300(ish) ly away from site. The crashed Eagle doesn't pop up as human signal, instead it was under "Other".
 
Hi all playing xbox here so all horizon info but I received 3 tip off missions doing pirate massacres missions out of Dawes Hub in Achenar over the last couple weeks after not receiving one for quite a while. I did recently make rank up to duke and also hit master in combat rank within that timeframe. The first one was to bakulcan 1a and a crashed cargo ship. Everything seemed to spawn fine I pulled a roughly 500k credit data packet from the ship data terminal and 3 level 4 or 5 materials from the cargo racks. I didn't complete the other two as they brought me to 2 high security surface installations (I forget the system names atm) and I was not in the mood to engage the base defenses which included goliaths and guardians in addition to the usual skimmers and the 1.5km plus radius security zone. The message retrieved referred to the crew of the crashed ship being stranded and realizing they were expendable.
 
just got 1 yesterday (2/24/22) with a coordinates... gone there... nothing but some fumeroles and a beaituful galaxy scene... and just some ships jumps (Highwake) around... qlueless...

The co-ordinates are for Horizons. In Odyssey most things on planet surfaces have moved slightly, so you have to go to the co-ordinates then look in the nav panel for the closest installation or crash site.

Yeah, planetary coordinates from Tip Offs in Odyssey quite frequently points to nothing. If not using Horizons and the destination is a crash site then one can FSS/DSS given body and then use untargeted search on the body, or exit/re-enter supercruise and check nav.panel. Could be more tricky if the target is a settlement - in this case probably it's faster to just check my Tip Off spreadsheet for system/body and corresponding settlement name (there is only one known case of two tip off related settlements in the same system).
 
Interesting. while im not familiar with these specific tip offs, i am usually motivated by whatever tip offs i get and go out of my way to pursue them despite whatever the value of the actual payout. I'm going to post a mission report referencing this on The Black Cat Syndicate's mission board, and spread the word of this quest for you. See if we cant gather you any results over here from The Black Cat Curiosity Initiative o7
