Investigation into the "Mysterious Stranger"

Interesting. while im not familiar with these specific tip offs, i am usually motivated by whatever tip offs i get and go out of my way to pursue them despite whatever the value of the actual payout. I'm going to post a mission report referencing this on The Black Cat Syndicate's mission board, and spread the word of this quest for you. See if we cant gather you any results over here from The Black Cat Curiosity Initiative o7

Good initiative but please take into account that the original request has been published already 4 years ago. Must admit that quite a huge amount of work has been done since then, data accumulated and analysed. If you want you can check this post from me for an educated guess of how it might work (or check the first link provided in my signature).

Younger pilots? Oh, then don't be too cruel and remind them, that the coordinates in those tip off messages has been given for Horizons, and in Odyssey the things have changed =)

oh wow, ok thank you for that bit of advice. most of us our currently running on horizons, but thatll be very good to keep in mind as more of us make the leap :)
 
I was wondering, are you suppose to bring back the data where you first recived the mission or is it okay to do it in any station? I know you can do it in any station, but I don't know if it is okay, for the mysterious stranger quest, to do it. Because I don't get any end mission message.

No, all my checking so far proves that it's pointless to render data voucher back to the station where you've received the tip off. In fact the "tip off message" is NOT a mission in terms of the game mechanics. They just give you a location where you can get some data/goods.

I got a Tip-Off from a Mysterious Stranger earlier today. Did a bit of googling and jotted down some notes after reading the OP. Read a few more posts and wrote a couple of additional addenda. Having reached the current end of the thread I realise that people have already looked into this a great deal, but I thought I would share my notes anyway:

Tip-off received at: Gliese 868
Expires: 31/12/3309
Allied: Multiple Fed factions in Gliese 868
Rankings: Combat Competent, Exploration Elite V, Trader Tycoon, CQC Amateur, Mercenary Mostly Defenceless, Exobiology Elite V
Tip-off destination: HIP 12248 5 a
Note: Was sent a long way away, 12 jumps
Coords: Lat 10.53 Lon -45.13
Report: Received message after completing what I think was a megaship uplink scan mission (can't remember exact faction), no mention of any connection. Arrived at the coordinates and found a surface facility defending itself against Imperial security forces. Gained fine and then a bounty after staying too long in trespass zone, whenupon which the security forces broke off their attack on the facility to engage me. First I ran off a bit, then I decided to try my luck, but they ripped through my shields and started hammering on my hull and destroyed my fighter, so I thought better of it and escaped.

Addenda: Destination was the same as mentioned in @Chaparral 's first screenshot in https://forums.frontier.co.uk/threads/investigation-into-the-mysterious-stranger.443594/post-8214013, but with different surface coordinates (possibly an Odyssey change?).

The destination was a fair distance away from where I had been operating for a while, possibly corroborating what @Esteban said in https://forums.frontier.co.uk/threads/investigation-into-the-mysterious-stranger.443594/post-8501536.

One thing I am especially curious about is the presence of security forces at the facility I found. Unless I missed it I don't it has been mentioned before on this thread. Has anyone else encountered this? It makes for an especially daunting approach, and they were fact what ended up chasing me away from the location.

Tip Offs are always directing you to the furthest - in a given area - of currently active locations from your current coordinates that have not been visited recently by your commander. Beware that of now some of the locations could be in Thargoid controlled systems.

Yeah, due to changes of surface generation and object placement in Odyssey the coordinates - but not the resulting content - have been also corrected

That's a common case of a large size military layout type for Horizon (legacy) planetary settlements. So the presence of security forces is absolutely normal.

I wasn't surprised to find security ships there acting as guards, but I was surprised to find them shooting at the facility as if they were engaged in an assault upon it. I guess it was all for show though, because when my trespass fine was upgraded to a bounty, they all forgot about their attack on the base to start coming after me.

It kind of felt like a SWAT team abandoning their raid on a drug den in order to chase down a nearby jaywalker...

It's been a while since my last visit to legacy settlements (and probably only a dozen of times since Odyssey start). Security ships attacking settlement is quite an unusual situation, hmm, may be there was some wanted ship scanned that have provoked the conflict at the very beginning.
Imo with some practice using ship it's possible to scan the terminal faster then your fine transforms into the bounty (even faster then you acquire aforementioned fine)
 
Hello, it seems the "Mysterious Stranger" investigation has dried up, but I want to flag up something I've not seen before, in case anyone can advise. I've been resident in a system a few years, allied with all factions, mostly doing trade missions when the FC needs a cash injection. Every so often (like, couple of times a year or so) I get one or more tip off from a mysterious stranger. There are about 4 different missions, some of them are just, blow up these annoying civilians, which I ignore. However, one mission is to go to Blackman Silo (HIP 12248 5 A) and steal some data. Each time I successfully complete this, I get an on-screen HUD message in silver-grey text. The title is "Pilots' Federation" and underneath it says something to the effect that I am now "considered elite". It doesn't change my actual rankings at all, that I can see. I'm on console so I can't check log files. The message is only up for a couple of seconds, and there's no lasting effect that i have found, no corresponding message in the inbox, no permit acquired or anything like that. So far it catches me out each time and I'm not quick enough to screenshot it. I read the forum and also the google sheet that collated the info on tip offs, and can't see that anyone else has recorded experiencing this. Is this unique to my particular base system, or have others seen anything similar ?

the message cant be a bug, the fact that it exists showed that it was programmed into the game. You could argue that its not meant to be shown in that location or at that time, but then, when would it be shown? its an on-screen message, and there are very few of those.

Well, by simple coincidence I've started to recheck them about half a year ago, trying to acquire some new ones during SD and later Sol defense events. Just recently a dozen of new potential locations has been added ("Other" signal check up, thanks Canonn) and I've reset all location<->messages association pairs as it was updated by FD and the old ones are no more valid (Also most of localized texts have been re-translated to make them in line with the corrected English versions). The result is a necessity to revisit all locations with all 6 possible language localized clients... So at the moment the investigation is pretty alive and active.

Hmm... Recently I've visited (and scanned) dozens of "crashed ship" locations both in Live and Legacy and noticed nothing special.
However the TO you are speaking of is connected to a base, and you are visiting them while having an active TO mission in the inbox. I haven't registered anything similar so far, so try to record this the next time... Well, I haven't planed to revisit bases in legacy but now I'll check - if scanning bases renders something extra.
