Is elite still sparsely populated with cmdr’s?

Came here to point out the "inara / galaxy / security report" page, where you can find other humans to shoot, if you are in fact human, and if that's what you want:

FWIW I've always viewed Elite as a space dogfighting game, so on that basis, I like having other humans attacking me, and I like attacking other humans (provided they are rocking equipment that demonstrates they know what they're doing). I don't grief, but I do sometimes attack folks within the bounds of reasonable roleplay (e.g. PvP piracy, contended community goals, conflict zones etc). I don't attack n00bs (although it's sometimes fun to wing up and escort people). I have ships built specifically for multicrew, and I play multicrew myself, because it's always fun and occasionally hilarious. It's especially fun with AX.

I would never attack an explorer ship. I might pirate a trader. I wouldn't hang around engineers waiting for a fight, that seems vaguely dishonourable to me. I make an exception for Lave Radio staff - all of whom are skilled enough and mean enough to take it, and should definitely be engaged on sight. :)

But obviously, other views are valid; everyone's entitled to be as wrong as they choose to be :)

Found this while messing around with map tools, but I can't tell how accurate this is, so I can't tell OP if this is a valid gauge?

Edit: seems to be some years ago.
Much as I liked EDSM, its player map isn't representative. It only shows Commanders who have registered an account on the site and have their location set to public. I think (although I'm not sure) that that's the default, but players can easily turn that off, and then they won't appear on that map.
These are the Commanders who logged in to the site(!) within the last two years, because if they don't even after the automated warning emails, then their account gets removed.
