Is instancing selective based on whether a player is 'Wanted' or 'Clean'?

Interesting. I'd be curious to know if the system security level affects how strong of an influence wanted status has on instancing (if it does in fact have an effect at all). Making high security systems aggressively separate clean from wanted, low security systems moderately separate them, and anarchy instance them together freely sounds like a very effective way to make security level meaningful.
You need a pretty high system population to start needing to break Open supercruise into two or more instances in the first place, though. CGs may be the only common case of that.

I'm still inclined to think "unintended consequence of prefer-instancing-with-friends", and perhaps they increased the weight of that further in 2.3.10 or 11? I've certainly been instanced in the last few weeks with people of different legal status - but that's been in relatively quiet systems which probably only had one Open supercruise instance.

The obvious test I guess would be "does it still happen in Anarchy CGs?"
 
You seem determined to drag this thread down the tired old PvE vs PvP route... helpful.

I thought the thread had already gone that way again, with the same tired old complaints about blocks and instancing? You know, the kind of arguments you lot have been trying to use since 2014, and which have produced almost zero changes to the Open format?
 
OK, here's another curve ball, I haven't encountered a "wanted" CMNDR in Open for months.

Laws of probability would have a "wanted" show up on my screen at some point over the course of time, unless the number of "wanted" CMDR's is statistically insignificant or "otherwise".

Currently, my status is "clean" and that is my norm except for the odd missed shot in the heat of battle for a few minutes pending H-jump.

Could this be a related behavior?
 
Most CMDRs aren't wanted for any length of time, largely because remaining wanted is entirely optional.
 
Perhaps some thing funny is happening with instancing in open I visited Shinrarta several times today in open and didn't see one CMDR in either SC or at the station including just now but if I pop into a couple of the PG's I belong to there is plenty of CMDR's around so I know it cannot be my connection also I am not wanted in the system

I was at the Harma CG, I got instanced with a MASSIVE population of commanders on my first trip out of the station. There were several wanteds, and a few clean traders (I tried to drop into an instance to steal cargo from some other pirates and got totally crushed by a clipper ramming me!)

After that point (I was clean, as I had just died) I kept getting empty instances, then I got one with a wanted python, and a clean T7.

Pirated the T7 (well... tried, I had forgotten limpets and missiles.... forgot I had died!) Became wanted, and instanced with the same two guys (the T7 low waked)

After that, I kept getting empty instances for a while, then got instanced with several cleans (I was wanted) and a couple wanteds.

So... for me, it all seems about as random as normal.

I do get slightly irked when I end up in so many empty instances, when I am at a CG... seems like there should be plenty of populated ones to give me.
 
I was pirating at Harma and things did seem off, but it may have just been poor luck on my part. I will start keeping notes at the next CG.
