Depends what you want out of it. It looks cool, it's viable for lots of roles,not really best at anything.
It's a ship I keep buying & selling. As a starter AX ship with 4x C3 turreted AX multi-cannons in a wing it was fine, some people like it for combat equipped mining, and reportedly makes a good AFK bounty gathering platform. I like the looks but I prefer Corvettes for combat, cutters for cargo & condas for high range fast travel. I don't do AX combat so I have no use for it.
Best thing I can suggest is to buy one & try it for yourself with Guardian components initially so you don't feel you are throwing engineering mats at a ship you might not decide to keep.

They look pretty cool. I feel like this was released with the intent for it to be a Thargoid battle ship. Some people tried that early on. I don't recall it ever being popular in that regard. It doesn't have the best of anything, cannot land on anything but large pads, has a ton of weapons but oddly placed, easy target for fixed weapons, time to kill for this ship not including ramming things is probably mid to upper range if you can maneuver it enough to stay in the fight.
Other ships are probably going to be better for various roles. A Corvette will be better at combat, a Cutter at trading/mining, an Anaconda is a better explorer/multipurpose vessel.
That being said, if you'd like to fly one, do it. When I was still playing, I built a Type-10 as an anti-Scout AX gunboat (loads of AX Multicannons) for the Thargoid War and it's fun enough to kill Scouts. Just don't expect to take on any interceptors with it.

It depends what you want to do and more importantly how it feels to you.
It isn't going to beat an Anaconda for jump range but probably will at supercruise manoeuvrability.
The view from the cockpit is one of the best in the game.
It can carry a lot of weapons but they are a long way apart.
It can carry more cargo but fewer passengers.
Best multi miner in the game.
Huge power plant and distributor, large cargo space, room for everything and the best view you can get of the rocks, its also pretty fast compared to the T9.

Isn't everything, though to be fair the T10 can be faster than a Federal Gunship as well.

I love my shieldless T10 filles up with ax weapons for group combat events.
Took it alone to the Spires the other day for Orthtus fighting, but it wasn't that good for it.
But when there are other ships with me - amazing tank!
The Type-10 is a fun ship ... I use this one for everything in the game

If you already have an Anaconda: no.
I took a fully armed & armoured T-10 to do the Explorer's Anchorage CG... Loved it!
Sadly it now sits, unloved, on my FC - waiting to come out of mothballs one day.
(There were no FCs in those days, so it was flown from & back to the bubble)

T10 is the best ship for storage, for storing your overflow modules.
With 9 hardpoints, 8 utility mounts, and 12 optional slots it is fantastic!
My storage T10's can't even fly. I never bothered to fit the core internals, so E-rated everything unless something specific to store that fits.

i cant comment on pvp as its something i do not do, however in general, in elite, with engineering any ship can be tooled to do anything in the game that you want, and do it fairly well. (within reason.... you probably would not use a T10 for your taxi around the bubble).
this can be seen either as a good thing or a bad thing, but it does mean if you like the look of a ship and the way it handles (and even that is massively configurable) you can choose any ship to do what you want.
my T10 is my mining ship (albeit its not finished yet, i am in the process of migrating away from my "posh" mining ship - my clipper.... it did an ok job but just did not look the part (and it has a crap fuel tank which can make moving to the mining site more of a hassle than necesary)
the anaconda is an especially versatile ship however (imo too much so) and if you wanted to you need never change ship again.
I find it boring to play like that however.
