I picked up a wallet once. While transporting it to the nearest police station for safe keeping, a copper fleeced me down randomly in the street, discovered the wallet with someone else's name on it, then shot me for stealing it.

I got what I deserved.

And yet you can still type - impressive.

if you find a wallet in the street stuffed with cash and credit cards and don't hand it in to the police you can be charged with theft (stealing by finding), its the same with found cargo.

i agree its a little harsh right now as there is no way to hand in the cargo, hopefully something will be implemented in a later build to take care of this.

Your example works because a Credit Card could be tracked to it's owner, a LOST in the space item could not.

What if you return lost things to the nearest (Fed or Emp) station for a little remuneration? or maybe Reputation points?

If I happen to find some gold just floating in space, I see it as my civic duty to salvage it as a hazard to navigation! I mean I can't go round asking everyone if it fell off the back of their hauler, can I!?

It does seem a bit silly to just leave cargo floating around in space when you find it. Im pretty sure that if you find something floating in the sea you can keep it so how is this any different ? SORT IT OUT DEVS!!!!

Nanoscopic identity tags from the packager that're destroyed by static interference if the cargo is jettisoned outside of a station.

No ID tag? No legitimacy, must be stolen.

This would have been a logical security measure taken in the face of pirates attacking transporters and demanding they jettison their cargo or lose their ship, as a method of reducing the profitability of such activities.
 
As far as maritime salvage goes:

"In pure salvage (also called "merit salvage"), there is no contract between the owner of the goods and the salvor. The relationship is one which is implied by law. The salvor of property under pure salvage must bring his claim for salvage in a court which has jurisdiction, and this will award salvage based upon the "merit" of the service and the value of the salvaged property.

Pure salvage claims are divided into "high-order" and "low-order" salvage. In high-order salvage, the salvor exposes himself and his crew to the risk of injury and loss or damage to his equipment in order to salvage the property that is in peril. It called entrapment. Every lazy police force does it. It's to hard to investigate, to much fuel, overtime and Jeremy Kyle's on in half an hour.

And there you would recieve a findersfee, a small reward for your troubles of retrieving the lost cargo.

It could even be a whole new role to play; being a hunter for lost cargo, bringing it back and claiming a small reward from the insurance company.

Still, there will be a problem when you're stopped by the police. Unless it goes something like this:
Cop: "What is all that gold doing in your cargobay?"
Me: "Nothing officer! It's not what you think. I'm employed by the insurance company".
Cop: "Ok, sir. Have a nice day then".
 
Sioux : you could buy a lost-and-found licence from the local authorities. And if you're caught committing crimes, like selling on the black market, your licence would be revoked.
