regardless of if the home of the pilots federation should be able to be locked down is debatable and i agree it should not happen...... but who ever cause this is NOT griefing imo**, neither are they idiots or anything, we are actually encouraged to play the BGS and this is all someone is doing.

and yes I too sighed an swore mildly when i docked and realised i was locked out of the upgrades.

maybe even playing opportunities or profit arises from the various states of the BGS?

Yup. I get most of my stuff in Li-yong Rui space as it's cheaper than Shinrata, so while it might take a few extra jumps to get everything it drastically cuts the price(and therefore rebuy costs)

That's odd but the day before yesterday, I was just leaving a landing pad at JM and selecting my destination on the nav panel when it suddenly said:

"Ship under att..." BOOM 21M Cr engineered cutter gone in... well, not enough time to finish the sentence.
I contacted FDEV and they said that shouldn't have happened but that I was in violation of something indeterminate from the logs...

The chaps and chapettes at FDEV rebuilt my cutter for me, very kindly.

Last night, I logged in, fiddled with my cutter, checked my status... FDEV had restored all my engineering commodities. Well chuffed!
Also, I was not wanted nor had even a dormant bounty (I know because contacts were empty)

But the moment I launched from the pad, (this was over 36 hours after the above incident) I got, "Ship Under attack" again...

This time, I was ready with my mouse over the top right X.

Click... And I reloaded 10 km from the station.

I was wanted, for no reason. 160CR Bounty and 7 minutes on the clock... Why? I have no idea.
I wasn't even aware bounties could be that small.

If this sort of bug is creating a number of "wanteds" then that might be one reason why there is a lockdown.

No, unfortunately. I'll be patrolling in SC later on, looking for wanted Commanders. Keep bounty hunting, though. I've turned in several million in the last 24hrs, but it's knackering my rep with allied factions. Time to target the Commanders, I reckon.
