Level 3 access after inserting PR into powered down station

I go to a powered down settlement, find and insert a Power Regulator into the reactor, and then I need level 3 access to activate it.
Everyone is long gone dead and unscannable, so no lvl 3 profile to copy, raiders attacking me are all lvl 0 and can't find how to get level 3 access.
What to do then? Can anybody tell me how to complete the task?

I think there is a bug since update 9 : usually there's a couple of deads in the power building with lvl 3 ID, but yesterday I couldn't scan them (in fact, I could scan any body around).

Wow. Hadn't seen this one, and I'm on the Ody engineering grind. Looks like this weekend is lost.

It may have just been the (dead) settlement I was in but I found it to be loot-free as well.

Go to anarchy and buy a pile of e-breaches. :)

Strangely enough, I've never had to buy one. They just show up in my inventory. I have often times had to discard any on my persons when retuning to my ship.

You aren't wrong about this. In fact, my go-to method for getting around any place has become breaching my way into wherever the alarm and authorization scan terminals are located, scanning someone nearby and turning them off, dumping the profile, and then roaming wherever I please. This has been particularly effective in the 7-Data Port tourist settlements, where both terminals are inside the PWR building with just one worker.
 
You aren't wrong about this. In fact, my go-to method for getting around any place has become breaching my way into wherever the alarm and authorization scan terminals are located, scanning someone nearby and turning them off, dumping the profile, and then roaming wherever I please. This has been particularly effective in the 7-Data Port tourist settlements, where both terminals are inside the PWR building with just one worker.
Just in case you didnt know, you can apply E-breach to panels too. So if you dont have time to scan someone, just run to the panel, E-breach and disable. :D
 
As I recall there are different types of disabled bases. Deserted bases are just empty, no bodies, no fires. Bases which were abandoned due to things like civil unrest have dead bodies and fires.

Yeah, I went to another settlement and it was full of loot. Not being able to scan the dozen of so staff for access levels makes looting more than a chore. EVERYTHING requires an e-breach. "Restore" or "repair" missions seem the only efficient way to go at the moment as you have full access upon arrival.

I cleared the same live/active settlement twice over, and when I got to the power building the panel on the regulator console wasn't even lit up.

You don't need missions to have dead bodies lying around. I've done loads of base looting without taking missions. Just don't loot bases without bodies.

The point of the OP is that you can't scan dead bodies ATM. Well, at least dead bodies you didn't create. I'll expand. I do 99% of my material gathering on the back of scavenger elimination missions. Kill the scavengers, power up the settlement, clone an ID from a scavenger victims body, disable authorization scans, loot, retrieve my power regulator and head back to the mission origin. Not being able to scan bodies at the settlements makes this take 2-3 times longer than it normally would. Disabling auth scans does not change how terminals, panels or data ports work. You have no way to get locker codes and you have to constantly re-supply e-breaches to access panels and data ports.. After running a few last night it looks like some kind of collision detection issue when the settlement is built. The bodies seem to be placed slightly below where they should be. This causes them to be clipped into the floor and scannable. ...as if they are a part of the floor rather than on the floor.
