I have an idea that may help you. See, I don't have litter issues... ever. I am OCD about staff management. Whenever I would find some peeps complaining about litter, I would make it a mission to find out what the trouble spot is and correct the issue accordingly (adjust rosters, hire staff, more bins).
So, my idea is simple. Shut down the Light Line. Apologize to your guests (lol). Wait for the litter complaints to go down to your typical 6%. Find out where the 6% are complaining and fix that issue.
Once you fix the original 6% issue (guests no longer complain about litter), turn the light line on again and you can get a better handle on what the light line is actually doing to you. After you fix the 6% litter, and turn on the Light Line, if the litter is only 10%, 15%, 25%, but not the 40%, then you know where you fixed the original issue is the most likely culprit.
If you try and fix everything and you are still getting 40% litter complaints after it's turned on, I'd say it's a bug somewhere but I personally have no idea what it would be. Until we get heatmaps or UI changes that'll help us find litter complaints, etc, it's a pain in the behind on large parks to find the offending issue (depending on how you set up your park of course).
When I shut down the Light Line, the litter complaints eventually go away completely. When I said 6% I actually meant it was below 6% because those were the lowest percentage guest thoughts on the list. So when the Light Line is turned off there are no displayed litter complaints at all.
I did some more thorough testing. My park is open from 8:00 AM to 8:00 PM. Each day at 10:00 AM I checked the litter complain "That litter complaint is disgusting" and on day 4 I started counting how many pieces of litter I could spot on all of the most populated roads (always checking the same roads). At the start of this test the Light Line had been shut off for a few days so litter complaints start low. Here is the log on a day by day basis:

Day 3, 10 am: 35% complaints
Day 4, 10 am: 31% complaints (8 occurrences of litter found during visual inspection of roads)
Day 5, 10 am: 33% complaints (6 occurrences of litter found)
Day 6, 10 am: 31% complaints (4 occurrences of litter found)

Day 7, 10 am: 11% complaints (2 occurrences of litter found)
Day 8, 10 am: 6% complaints (0 occurrences of litter found)
Day 9, 10 am: <5% complaints (0 occurrences of litter found)

Day 10, 10 am: 29% complaints (10 occurrences of litter found)
Day 11, 10 am: 38% complaints (16 occurrences of litter found)
Day 12, 10 am: 35% complaints (14 occurrences of litter found)
The pieces of litter found during visual inspection were scattered throughout the whole park and not focused in any one particular area. So it seems that having the Light Line open causes more litter to occur around the entire park. Opening the Light Line only has minor effects on the total number of guests in the park (varies from between 6850 to 7050) so I don't think that the added litter is caused by there being more guests.
