Since Claire's Sanctuary is one of those big DLC expansion packs that provides more gameplay progression mechanics, which was the Paleobotany mechanic for your herbivorous dinosaurs (which also helped me so much in making a five star park on Sorna) in this case, an Owen Grady DLC could do the same.
Whereas herbivores were the focus on making your parks more successful should you desire in the Claire DLC, and Owen DLC would be the carnivorous dinosaur equivalent of Claire's Sanctuary, in which you unlock and provide new ways to increase ratings and/or whatnot for your carnivores.
I imagine it would take place in the main Jurassic World Evolution campaign like Secrets of Dr. Wu, because I don't really see it being a separate campaign at the moment.
The Owen DLC would focus primarily on dinosaur behavior, since Owen Grady is the kind of guy who specializes in their behaviors like you see with his raptor squad in Jurassic World and the stygimoloch in Jurassic World: Fallen Kingdom. However, because herbivores have had a lot of love in Claire's Sanctuary, I think it would be equally balanced if this DLC focused it's love on the carnivores this time, though that doesn't mean if one of its new dinosaurs would be a herbivores (kind of like how when Claire's Sanctuary focuses on new herbivore care, a new carnivorous dinosaur was still introduced).
Perhaps the new ways to increase your carnivores' ratings would be with enclosure enrichment like tires or dummies, or maybe new prey items like cows or what ever.
(However, due to the fact there is evidence in the game files that different DLC, a 93's DLC, in the making, there may be a similar basic idea for your dinosaurs to be included in there. But, at the end of the day, there really isn't any other way of knowing beyond that it's very broadly hinted besides waiting if it does come to be and what it may have in store because a lot can change in long periods of development. But, I'm leaving this idea of mine out just in case it won't be the case for the so called "93DLC" at the moment.)
